2007 Guidelines for Reading First Summer Programs

 

Summer programs that are operated by Reading First districts and funded by Reading First dollars, must meet the same requirements and expectations as Reading First programs during the regular academic year.

 

These requirements include:

 

  1. Staffing

·       K-3 teachers, who have been trained in the district’s core reading program, DIBELS assessments, and the NYS Reading Academy: Course 1, will provide the reading instruction.

 

  1. Instructional Materials

·       Reading First approved core, supplemental and intervention programs will be used.

·       Schedule will include a daily, 90-minute, uninterrupted reading instructional block.

·       Systematic delivery of explicit instruction, using approved core reading program, will be employed.

·       Program will include differentiated instruction in flexible groups based on student need.

·       Reading centers will be designed and used to meet the needs of specific students.

 

  1. Intervention Services

·       In addition to initial instruction provided in 90-minute reading block, intervention instruction will be provided for students who have an Instructional Recommendation that is below Benchmark.

 

  1. Use of Data to Drive Instruction

·       Teachers will determine each student’s Beginning-of-Summer (BOS) Instructional Recommendation through the use of the May/End-of-Year (EOY) outcome DIBELS results or by administering the DIBELS subtests at the beginning of the summer program.  This information will serve as baseline data to inform summer instruction.

·       DIBELS probes will be administered, every two weeks during the summer program, for students who have an Instructional Recommendation that is below Benchmark.

 

The LEA will be required to submit the 2007 Reading First LEA Summer School Program Report, electronically, to the State Education Department and to the RSSC by August 31, 2007.
