Teacher Quality and Professional Development monitoring
NCLB Title II Part A

The purpose of monitoring for NCLB Title II A is to assess:

  • LEA implementation of high quality professional development;
  • LEA progress towards, and compliance with, highly qualified teacher and paraprofessional requirements defined in Titles I A, II A and IX;
  • LEA’s appropriate use of Title II A monies.  

Monitoring formats

A sample of LEAs are selected to be monitored every year. Monitoring may take one of three forms:

  1. desk audit only (advance materials):
    • Title II A consolidated application narrative and budget;
    • Teacher Quality Plan of the consolidated application, if required (when LEA did not meet the teacher quality AMO of 100% for 2006-07); and
    • the LEA’s Professional Development Plan required under Commissioner’s Regulation 100.2(dd);
  2. desk audit plus remote interview session (via tele- or video-conference), including provision of additional materials, which might include:
    • HOUSSE reviews to ensure demonstration of teacher content knowledge;
    • Copies of letters sent to parents regarding teacher quality;
    • evidence of professional development provision, etc.
  3. desk audit and on-site visit, including materials review, interviews with key district staff and, in some cases, separate interviews with teachers 

The criteria for selecting LEAs to be monitored include:

  • District identification status (for student performance and for highly qualified teaching)
  • District size and need (enrollment and poverty factors that affect allocational amounts)
  • Fiscal or other indicators of risk
  • How recently the LEA has previously been monitored for this, or other, NCLB Titles

Public school districts to be monitored in 2008-09 have not yet been selected. Once the monitoring list is finalized, districts will be contacted via the Superintendent’s office to establish an available date. Every effort will be made to work with the district to minimize disruptions to normal school and district activities.

Due to severe staff reductions, the Office of Planning and Professional Development (OPPD) no longer participates in coordinated monitoring visits to charter schools. Training was provided in fall 2007 to staff in the Offices of Public School Choice (NYC and upstate) to enable those staff members to perform Title II A monitoring of Charter Schools; and OPPD remains available to provide technical assistance as needed by SED’s Public School Choice staff.
