Title IIA and Professional Development Plan Monitoring

SUBJECT:       Title IIA and Professional Development Plan Monitoring

The Office of Planning and Professional Development is preparing its 2005-06 program to monitor for compliance with both the Professional Development Plan (PDP) requirements of Commissioner’s regulation 100.2 and Title II, Part A, of the federal No Child Left Behind (NCLB) Act.  The monitoring program will consist of two parts.  In the first part, the PDP and the Title IIA section of the 2004-05 Consolidated Application of each district receiving this memorandum will be desk-audited by State Education staff here at the Department.  In the second part, following the desk audit, a subset of the districts receiving this memorandum will be selected to receive either a telephone interview or an on-site visit conducted by Department staff.  The purpose of both the telephone interviews and the on-site visits will be to assess each selected district’s implementation of its PDP and its use of Title II A funds.  We do not expect visits to individual school buildings to be part of the on-site visit process.

In order to conduct the desk audit part of the monitoring program, we need a copy of your district’s PDP.  By May 16, 2005, please submit a copy of your 2004-05 PDP to the Office of Planning and Professional Development at emscpdp@mail.nysed.gov

If your district’s PDP is available on your district website, you may submit the web address instead of the document itself.  You need not send us a copy of the Title IIA section of your Consolidated Application, as a copy is available to staff here at the Department.

We will notify you by June 13, 2005 if your district numbers among the subset of districts selected for either a telephone interview or an on-site visit.  If you have any questions concerning this matter, please contact the Office of Planning and Professional Development at (518) 473-7155.
