Commissioner’s Regulation 100.11 requires a district plan for the participation of parents and teachers in school-based planning and shared decision making. Districts must report every two years on their success in implementing the plan. Early guidance suggested processes to assist districts in evaluating the success of building-level teams in relationship to the district plan standpoint. The most recent format for assessing district and building successes is at http://www.forms.nysed.gov/emsc/birevforms.doc . The reporting period has ended for 2008; the next report will be due in February 2010. The Shared Decision Making regulation required initial implementation by February 1994. Statewide reports and analyses since that time, as well as a summary of decisions related to appeals made by various stakeholders, are still available at http://emsc32.nysed.gov/ppd/SchoolSupportServices/SharedDecisionMaking/SharedDecisionMakingHistory.htm .
