**Program Description**
Founded in 1994, HRC takes its name from one of the community’s legends, Holcombe Rucker, founder of the world famous Rucker League. Rucker preached a philosophy of enriching oneself both academically and spiritually, and returning to the community as a role model to mentor others. Aspects of the Rucker mentoring principle have been incorporated into programs such as “Each One, Teach One”, the national program of working professionals offering their services to work with disadvantaged youth.
HRC values each participant as an individual, and was founded upon and is committed to the following goals:

To give students the necessary assistance and support services that will enable them to complete high school, and provide the motivation for them to enter and succeed at a post secondary institution, and

To provide youth with collaborative opportunities to develop life long learning.
HRC’s objectives for this ESD/SVP effort result directly from the fulfillment of the stated goals by;

Insuring a comprehensive, coordinated and continuous system of service that identifies and addresses the needs of each participant;

Conducting a program of academic support services that positively affect overall in-class learning and achievement;

Conducting recreational and cultural enrichment activities that would provide students with a sense of accomplishment, while teaching and emphasizing the mastery of a given activity;

Utilizing partnerships with post-secondary educational institutions, business and industries to best serve participants and their families; and
-
Conducting workshops and other activities that promote and ensure parent/family participation.
To accomplish its set objectives, this ESD/SVP project will operate five days a week, offering after school and enrichment activities throughout the academic year. The daily after-school activities will form the core of HRC’s support services: recreation, performing arts, and athletic activities; educational enhancement, academic instruction, tutorial/homework assistance, remedial education, and test preparation; and general counseling that includes: adolescent health and nutrition education, drug/alcohol abuse prevention, suicide prevention, violence prevention, education about sexually transmitted diseases, college financial aid counseling, and individual and family counseling. HCR anticipated outcomes include: increased school attendance, improvement in academic skills, achievement and social behavior among all students who participate in this ESD/SVP project. A minimum of 150 students will be served at the middle school program sites and 100 at the high school site.
