**Program Description**
Institute for Student Achievement's (ISA) operated COMET/STAR - ESD/SVP, provides the long-term support to high-risk students throughout their middle and high school years. This ensures the successful transition from elementary to secondary so they can ultimately continue on to and graduate from post secondary education; and become productive members of our society.
The ISA model is based on the integration of academic enrichment and personal growth counseling service that is congruent and supplemental to the District's educational program. A team of certified educational professionals consisting of a program director, academic coordinators, counselors and an outreach worker collaborate to provide a year-round, extended day, long term intensive program to ensure participants develop the personal and academic skills to make satisfactory progress towards meeting the State's educational standards. To achieve the program's objective an Individual Enrichment Plan is designed for each student, which provide the framework for Intellectual, personal and social growth. Instruction is balanced between individualized instruction that meets each student's specific needs and group instruction, which builds collaboration and fosters a sense of community. Case conferencing among program team members is critical to meeting the ongoing needs of students and to improve student performance. Students participate a minimum of two hours a day, before, during and after-school and are engage in monthly incentive activities. Students are assigned to the program during the regular program whenever possible and participate a minimum of 2 hours after school. Parent involvement is a critical component of the programs as is staff development, college and career planning, monthly incentives, retreats, summer programs, tutorials, multicultural education, and service learning. The components are as follows:

In order to ensure integration of COMET/STAR program and district's goals and provide consistent outcomes to better meet the needs of students, the ISA Training Institute will provide intensive longterm sustainable staff development to enhance the capacity of local schools and families in the development of strategies to achieve student performance based on New York State performance standards as needed.
