Supplemental Educational Services

Supplemental educational services (SES) are defined in the federal No Child Left Behind Act (NCLB). Under NCLB, local school districts are responsible for notifying parents of students in some schools receiving Title I funds that their children are eligible for supplemental educational services (including tutoring) from a provider on the Department’s list of approved providers.

Title I schools that are in the second year of School Improvement (failed to make Adequate Yearly Progress (AYP) for three consecutive years) or in Corrective Action, will offer students supplemental educational services. Under NCLB regulations schools must determine their eligibility to offer services and report it to the Education Department. A public list of eligible Title I schools is  available. The list contains Title I Status, and indicates which schools are in School Improvement-Year 2 or in Corrective Action.

An approved supplemental educational services provider must meet specified criteria for providing services in English language arts (including reading), and/or mathematics in order to help students achieve New York’s learning standards. Entities eligible to apply to provide supplemental educational services may include, but are not limited to: community based organizations, charter schools, private schools, public schools, libraries, private companies, institutions of higher education, family literacy programs/Even Start programs, Boards of Cooperative Educational Services (BOCES), and faith-based organizations.

  • NYSED is planning the development of a policy regarding an SES Provider's use of financial rewards and incentives or other gifts. To engage the broader community and to stimulate discussion, a few questions are available.

    Following these questions, we invite you to participate in a web-based survey in which you will have the opportunity to give us your responses as well as submit further feedback. This electronic survey will be available from March 22 through April 23, 2006.

  • Approved Supplemental Educational Services Providers (ASESP) Catalog 
    This catalog is maintained by the State Education Department and indicates which approved providers may be selected by parents to offer supplemental educational services in each school district. The ASESP catalog will be updated at least annually. Each year there will be an opportunity for new applicants to demonstrate that their organization meets the requirements. Providers of supplemental educational services will also be removed from the catalog subject to specific conditions.
    An approved supplemental educational services provider must meet specific criteria for providing services in English language arts (including reading), and/or mathematics in order to help students achieve New York’s learning standards, as demonstrated by improved scores on required State assessments in those areas.

  • Pursuant to the Regulations of the Commissioner of Education, local educational agencies (LEAs) that are required to arrange for the provision of supplemental educational services (SES) with an approved SES provider pursuant to §1116(e) of the No Child Left Behind Act, must annually submit a monitoring report to the Department for each provider it contracts with to provide such services. The Regulations further provide that a copy of a written report prepared annually by each SES provider and submitted to the LEA, be attached to the LEA's monitoring report submitted to the Department (see 8 NYCRR §120.4(f)).

    The New York State Education Department has created a reporting form called, "Summary Report of Supplemental Educational Services Providers," which is to be completed by each LEA. As stipulated in Commissioner's Regulations, LEAs must submit their reports to NYSED no later than October 31 of each year.

Information for Service Provider Applicants:

Applications to become a NYS-approved SES Provider will be accepted beginning October 12, 2007 through December 3, 2007. Applicants are invited to submit an application and response to a "Request for Qualifications" (RFQ) (see below) to be reviewed by NYSED. After these RFQs have been reviewed, approved applicants will be placed in NYSED's "Approved Supplemental Educational Services Provider" (ASESP) catalog.

  • IMPORTANT: All SES Providers (current Providers as well as applicants) should note the following:

    • Supplemental Educational Services are supposed to be fully implemented at the beginning of the school year (see: US Secretary of Education Rod Paige's letter to Chief State School Officers, dated August 28, 2003).

    • A school district that has been designated as a Title I District in Need of Improvement may not be a Provider of Supplemental Educational Services.
