NCLB Accountability

Regional Dialogues on NCLB Accountability Requirements

In September 2002, the Board of Regents directed State Education Department staff to solicit public feedback and comment on New York’s proposed conceptual framework for meeting the new accountability requirements of No Child Left Behind (NCLB).

NCLB requires that each state:

    • Adopt challenging academic content and student achievement standards.
    • Administer high quality assessments aligned with these standards.
    • Create a single accountability system for all public schools and districts that measures whether continuous and substantial progress is being made towards the goal of all students performing at the proficient level by the year 2014.
    • Identify schools and districts that do not make adequate yearly progress for improvement, corrective action or restructuring.
    • Provide support to and impose sanctions upon schools and districts identified for failure to make progress.

The decisions made by the Regents will directly effect the likely accountability status of districts and schools, which in turn has implications in such areas as school choice, provision of supplementary services, restructuring of schools, and flexibility in funding. To assist the Regents in their decision making, school administrators, parents, teachers, school board members, superintendents and other interested parties are invited to attend these dialogues at which you will:

    • Learn about the NCLB requirements for district and school accountability, including accountability for students with disabilities and limited English proficient students.
    • Understand the implications of NCLB’s accountability provisions for schools and districts, including school choice, provision of supplementary education services, school restructuring, and flexible use of funding.
    • Participate in the process of reviewing and commenting upon New York’s conceptual framework for meeting the accountability requirements of NCLB.
