- The New York State Education Department (SED) is required to conduct professional development training for all designated LEA liaisons throughout the State in order to provide improved services for homeless families and youth. For this year’s professional development conferences, “2007 NYS-TEACHS/NYSED McKinney-Vento Conference: Educating Students without Permanent Housing: Challenges and Solutions for New York State,” we are inviting LEA liaisons, CSE chairs, registrars, school counselors, principals, Title I Directors, and teachers as our key partners in providing services to homeless students in our State to attend one of our three planned regional conferences. - The State Education Department will convene a series of state-wide public meetings to solicit comment on a proposed revision of Regents policy. The policy statement governs partnerships between the State Education Department/USNY and parents and families. A final policy will come before the Board of Regents for consideration in February 2007.

As required by Title IX, General Provisions of the Elementary and Secondary Education Act (ESEA), the New York State Education Department (NYSED) has adopted the following procedures for receiving and resolving complaints and for reviewing appeals from decisions of Local Education Agencies (LEAs). Complaints concerning violations of ESEA Title I, Parts A, C, and D, or of the General Education Provisions Act; or of Section 100.2(ee) Academic Intervention Services of the Regulations of the Commissioner are covered by these procedures.

Following enactment of the 2002-2003 State budget, the New York State Education Department received questions regarding the comparability requirement under Title I, Part A of the No Child Left Behind Act (NCLB) of 2001. This memorandum provides guidance in meeting this federal obligation in light of the fact that no school districts were required to set aside funds (Education Law §3602 [12] [g]) in the 2002-2003 school year. Application materials for school districts which are eligible for the New York State Magnet School Program funding. The purposes of this funding are any instructional or instructional support costs associated with the operation of a magnet school, or the implementation of an alternative approach to reduction of racial isolation, or the enhancement of the instructional program to improve student achievement in elementary and secondary schools of school districts having substantial concentrations of minority students.

Requirements for funding are based on the No Child Left Behind (NCLB) Act of 2001, Title I, Part A, Section 1116 for Academic Assessment and Local Educational Agency and School Improvement. This funding is NOT for SURR schools. There should be a clear distinction between the technical assistance that a District provides to a Title I School in Need of Improvement and the actions a District must take against a Title I Corrective Action School. The Guidance referred to throughout these instructions is contained in the Federal government's document: USDE Guidance on the $225 Million Fiscal Year 2001-2002, Appropriations for School Improvement (MS Word format).
- No Child Left Behind
On April 18, 2002, the New York State Education Department, in collaboration with the Board of Education of the City of New York and the New York City Regional School Support Center, sponsored an informational session on the No Child Left Behind Act of 2001 (NCLB). The NCLB provides significant changes to federal requirements, i.e., increased accountability for states, school districts and schools; greater choice for parents and students, particularly for those attending low-performing schools; a new focus on teacher quality; and more flexibility for states and districts. The informational session was conducted by Leigh Manasevit from the firm of Brustein and Manasevit, and highlighted key Title I provisions in the Law and their implications for state and local implementation.
