Title I, Part D, Reporting Requirements

The U.S. Department of Education’s (ED) Program for the Education of Children and Youth Who Are Neglected, Delinquent, or At Risk of Educational Failure requires State agencies (SAs) and local education agencies (LEAs) to submit information regarding the educational progress of students served through Title I, Part D, funding. The data provided by States allow the ED to measure the performance of Title I, Part D, programs as mandated by the Elementary and Secondary Education Act (ESEA), as amended. Subpart 3, Section 1431(a) of the ESEA establishes the requirement for Part D grantees to submit evaluation data annually to ED regarding the ability of students enrolled in Part D programs to attain educational outcomes similar to their peers enrolled in local educational programs (http://www.neglected-delinquent.org/nd/resources/legislate/intro.asp#sec1431). The reporting requirements apply to both SA programs (Subpart 1) and LEA programs (Subpart 2) receiving funding.

  • Federal Context

Federal funding for programs is contingent upon demonstrating student progress in the areas of academic, vocational, and transition outcomes for students. Thus, it is critical that Title I, Part D, programs provide accurate data reporting in order to assess key student outcomes. The data reported by States through the Consolidated State Performance Report (CSPR) appear in a number of Federal reports.

  • State and Local Levels

A basic requirement of Title I, Part D, programs is to use evaluation data to plan and improve subsequent programs for participating children and youth. In addition, providing quality data allows States to measure the effectiveness of the facilities and programs that receive Title I, Part D, funds.

General Submission Instructions for the Items in the SY 2008–09 CSPR

The information collected in the Title I, Part D, section of the CSPR should include only facilities or programs and students that receive Title I, Part D, funds. Students who are housed in facilities that receive Title I, Part D, funds but who did not benefit from Title I, Part D, funds during the reporting year should not be included. Additionally, students who benefited from Title I, Part A, set-aside funding for youth who are neglected should not be included if they did not also benefit from Title I, Part D, funds.  Institutions must complete this survey in order for their eligible children to receive Title I-funded educational services during the 2010-2011 school year.

  • The reporting year is defined as July 1, 2008, through June 30, 2009
  • Due Date:  November 20, 2009
  • All information must be submitted through the on-line system
  • Each satellite/sub-sites, of the main facility/agency must submit one report.  DO NOT total all facility numbers into one report. 
  • Indicate actual zero values with the number zero (0). For example, if no programs for youth who are neglected received Title I, Part D, funds, a zero should be entered in the field.
  • Do not use zeros to indicate missing data or data that were not collected.
  • Leave blank any fields that are missing data or for which data were not collected.
  • Leave blank any fields that are not applicable. For example, if no programs for youth who are neglected received Title I, Part D, funds, all data fields for such programs, except the number of facilities (zero), should be left blank.
  • Provide a written explanation in the comments section for all blank data fields (e.g., not applicable, missing, or not collected); if data are missing or not collected, explain why data were not obtained and what your agency will do to ensure that data will be reported in subsequent years.
