When should Property Tax Report Cards be submitted this year? 

Education Law sections 1608, 1716(7), and 2601-a(3), Commissioner’s Regulations (8NYCRR 100.2) require school districts to submit a property tax report card to the State Education Department by the end of the business day next following approval of the report card by the trustee or board of trustees, but no later than twenty-four days prior to the statewide uniform voting day (May 20, 2008) which is April 26, 2008.  The department shall compile such data for all school districts whose budgets are subject to a vote of the qualified voters and shall make such compilation available electronically at least ten days prior to the statewide uniform voting day, or May 10, 2008.

New for 2008-09


Note: Education Law Section 1608 was amended this year to require reporting of three parts of the fund balance on the Property Tax Report Card:  (1) the amount and percent of the unreserved, undesignated fund balance, (2) the reserved fund balance and (3) the appropriated fund balance. 

For the 2008-09 Property Tax Report Card, report actual 2007-08 balances based upon the June 30, 2007 ending fund balance as the prior year data and estimated 2008-09 balances for the proposed 2008-09 budget year, as approved by the Board of Education.


Actual Fund balances reported and used for 2007-08 are determined as follows: See example.

Retained fund balance: the amount retained from June 30, 2007 and is limited to 3%, however during the year it may be used to increase reserves or appropriated for unanticipated ordinary expenses. Therefore the retained fund balance is as of the date of adoption of the 2008-09 tax report card.

Appropriated fund balance: the amount listed on the tax warrant (August 2007).

Reserves fund balance: June 30, 2007 amount, as reduced or increased (during 2007-2008) prior to the adoption of the 2008-09 Property Tax Report Card.

When should the Administrative Compensation Disclosure Form be submitted this year? 

Chapter 474 of the Laws of 1996 required that the State Education Department prepare a statewide compilation of the salaries and other personnel costs of certain school administrators and make it available to all interested parties. Districts are to make the information available with their budget, no later than 7 days before the budget hearing. The data must be submitted to the Department within five days of preparation, but no later than May 12, 2008. The Department will compile such data for all school districts and make such compilation available electronically at least ten days prior to the statewide uniform voting, or May 10, 2008.


Where, when and how should they be submitted? 

2008-09 property tax report card data will be collected by way of the State Aid Management System (SAMS) and reviewed and posted by the Office of Educational Management Services.  School districts should go to http://stateaid.nysed.gov and sign onto SAMS to enter their data.  The SAMS system will be available to enter property tax report card data by early April 2008.
