How to use the Basic Educational Data System
Personnel Master File Standard Statistical Runs
This section contains statistical reports on public school professional
personnel derived from Personnel Master Files (PMF) dating back to 2001-02 school year.
Annually, all public school professional personnel (both teaching and
non-teaching) are required to submit certain demographic and professional
assignment data on individual Basic Educational Data Systems (BEDS) Personnel
Data Forms, or to report these data electronically. Note:
- For 2002-03 no
New York City data exist for any statistical tables based on assignment data.
Each table affected is so noted.
- For 2003-04 the New York City portion of the New York State data
accurately reflects the full range of courses taught by individual teachers,
but do not fully reflect the extent to which teachers may teach multiple
sections of the same course at the same grade level. This data condition
for 2003-04 affects the Course Code Summary Statistical run only, causing both
the total number of classes and the total estimated registration to be
undercounted for New York City and, consequently for the State as a whole.
Reports 1 through 8 display data for all professional personnel by
professional field (both teaching and nonteaching). Reports 11 through 18, and
Report number 24, display data that are aggregated only for classroom teachers.
Statistical summaries for salary data (Reports 4, 14 and 24) include data only
for full-time personnel; all other statistical summaries include data for both
full- and part-time personnel.
The far right column in the chart shows the aggregation levels of each
report, that is whether the data are presented at the district ( D ), county ( C
) or regional ( R) levels of aggregation. The regions used are the State’s
thirteen (13) geographical regions, with addition of summaries for the State
Excluding New York City and the Total State.
You may use the Adobe binocular tool or Search or Find (Ctrl+F) method to
search for a particular county name, region name, district name, or district
code.
Please note the following:
- To view data, click on the text name of the particular statistical summary
that you wish to view.
- In all of the statistical summaries, "count" represents the
number of respondents with valid data.
- Counties are listed in alphabetical order. New York City data follow
Nassau County.

- For the certification data (reports numbers 3 and 13), the following
definitions apply:
None- indicates no valid teaching certificate for current assignments.
Temporary- indicates temporary teaching certificates for all current
assignments.
Other- indicates teaching more than 20% but less than 100% of time in
assignments for which no certification is held.
- For salary report number 14, a blank for a district means that the
district was at impasse, at some other stage of unsettled negotiations or
otherwise unable to provide current salary data at the time of data
collection. In order to preserve the comparability of salary data, only
salary data that are settled and final for the year in question are entered
on file. Additionally, to further preserve the comparability of data, salary
reports only use data for full-time individuals. Additionally, salaries
reported outside of established acceptable ranges have been disregarded in
these reports.
- For all reports, including salary reports, the 50th percentile represents
the median, the midpoint of all individual data when ranked from low to
high, or high to low. The State Education Department does not calculate or
display average or mean salary data.
- Average class size is calculated by dividing the total valid registration
reported in specified classes by the number of classes with valid
registration.
- For data representative of New York City as a whole, use the New York City regional summary.
