Title I School Improvement Grants
2007

For Local Educational Agencies in New York City

 

Purpose of Allocation

The No Child Left Behind (NCLB) Act of 2001 requires that State Education Agencies allocate funds to local education agencies (LEAs) for schools identified as in need of improvement:

The purpose of this grant is to support identified schools in need of improvement to meet the progress goals in their school improvement plans and thereby improve student performance.  The funds must be used to support schools in implementing the goals identified in the school improvement, corrective action and/or restructuring plans required under NCLB, Section 1116(b). The use of the funds must promote and support the intent of NCLB.

Eligibility

New York City districts that have Title I schools in need of improvement identified for 2006-07 are eligible to apply for funding.

Funding

Each district will receive an allocation based upon the number of schools in each category (SINI, CA and/or Restructured) within the district and the following formula for the funding period from January 1, 2007 to August 31, 2007:

The district must submit an application and indicate which schools are being funded. The district/region should fund schools based on the Title I accountability status of the school and each school's individual needs, not on a "one size fits all" funding model. Funding must be of sufficient size and scope to support school improvement activities but may not be less than $43,000 or more than $500,000 for each participating school.  A region/district may choose to fund only some of its SINI, CA or Restructured schools. For example:

The funds must be allocated to schools in need of improvement within a district.  The region may not allocate funds from one district to another with the region.  

Funds must be targeted toward the area(s) of identification and toward the particular subgroup(s) identified for improvement for 2006-07. The funds must support the goals for school improvement outlined in the modification of the school's comprehensive educational plan or restructuring plan, which are due to NYCDOE three months after identification for 2006-07. The use of funds should also correlate to the accountability status of the school. For example, if a school is in Corrective Action Year 2 - Planning for Restructuring, funds should be used for restructuring. If a school is a Restructured School - Year 1, funds should be used to support the implementation of its restructuring plan. For Year 2, funds should continue to support the implementation of the restructuring plan. Other examples of funding options include professional development, before and after school programs and instructional materials for students and teachers.

Indirect costs are not allowed with these funds.

The funding period extends from January 1, 2007 to August 31, 2007.

Submission Instructions

A complete application consists of:

  1. Cover page;

  2. Statement of Assurances;

  3. Certification Regarding Lobbying, etc.;

  4. School Chart for each school being funded;

  5. FS-10 Budget Form.

Number of Copies:  One original with signatures in blue ink and two copies.
