For the 2006-07 school year, the State Education Department's accountability system has been modified to include new assessments and standards for ELA and mathematics in grades 3 through 8, thus requiring additional time to scale and set the standards used to determine school accountability status and designate schools in need of improvement. Final accountability status is not anticipated to be available until mid to late November.
There are also many schools that are currently identified as in need of improvement and will continue to be identified for at least one more year. These schools need to maintain their current school improvement plans in order to meet progress goals with no adverse fiscal impact.
To maintain support for schools identified in 2005-06, the current grant funding (2005-06) has been extended through December 31, 2006, and the original allocations will be increased based on the school’s accountability designation. (Please note that additional funds will be available for schools identified for 2006-07 with a funding period of January 1, 2007 through December 31, 2007.)
Each LEA will generate an allocation based upon the number of schools in each category (school in need of improvement (SINI), corrective action (CA) and/or restructured schools) within the LEA and the following funding formula:
$22,000 per building - SINI-1 and SINI-2
$25,000 per building - CA-1 and CA-2 - Planning for Restructuring
$28,000 per building - Restructured Schools - Year 1 and Year 2 of Implementation
Three basic forms are required for the grant extension:

Funds must be targeted toward the area(s) of identification and toward the particular subgroup(s) identified for improvement as of September 2005. The funds must support the goals for school improvement outlined in the modification of the school's comprehensive educational plan (CEP) or restructuring plan, which were due to the LEA three months after identification in September 2005. The use of funds should also correlate to the accountability status of the school. For example, if a school is in Corrective Action Year 2 - Planning for Restructuring, funds should be used for restructuring. If a school is a Restructured School - Year 1, funds should be used to support the implementation of the restructuring plan. For Year 2, funds should continue to support the implementation of the restructuring plan. Other examples of funding options include professional development, before and/or after school programs and instructional materials for students and teachers.
Indirect costs are not allowed with these funds.
The funding period extends from September 1, 2006 to December 31, 2006.

Purpose of Allocation
The No Child Left Behind (NCLB) Act of 2001 requires that State Education Agencies allocate funds to local education agencies for schools identified in need of improvement:
Schools in Need of Improvement Year 1 (SINI-1);
Schools in Need of Improvement Year 2 (SINI-2);
Corrective Action Schools Year 1 (CA-1);
Corrective Action School -Year 2 Planning for Restructuring Schools (CA-2);
Restructured Schools - Year 1 and Year 2 of Implementation; and
Schools Under Registration Review (SURR) also identified in the above categories.
The purpose of this grant is to support identified schools in need of improvement to meet the progress goals in their school improvement plans and thereby improve student performance. The funds must be used to support schools in implementing the goals identified in the school improvement, corrective action and/or restructuring plans required under NCLB, Section 1116(b). The use of the funds must promote and support the intent of NCLB.
Eligibility
LEAs that have Title I schools in need of improvement identified in 2005-06 are eligible to apply for funding.
This is an extension of currently approved 2005-06 School Improvement Grants only.
