Purpose of Allocation
The No Child Left Behind (NCLB) Act of 2001 requires that State Education Agencies allocate funds to local education agencies for schools identified in need of improvement:
Schools in Need of Improvement Year 1 (SINI-1);
Schools in Need of Improvement Year 2 (SINI-2);
Corrective Action Schools Year 1 (CA-1);
Corrective Action School -Year 2 Planning for Restructuring Schools (CA-2);
Restructured Schools - Year 1 and Year 2 of Implementation; and
Schools Under Registration Review (SURR) also identified in the above categories.
The purpose of this grant is to support identified schools in need of improvement to meet the progress goals in their school improvement plans and thereby improve student performance. The funds must be used to support schools in implementing the goals identified in the school improvement, corrective action and/or restructuring plans required under NCLB, Section 1116(b). The use of the funds must promote and support the intent of NCLB.
Eligibility
LEAs (public school districts and charter schools) that have Title I schools in need of improvement are eligible to apply for funding.
Funding
Each LEA will receive an allocation based upon the number of schools in each category (SINI, CA and/or Restructured schools) within the LEA and the following funding formula:
$65,000 per building- SINI (1) and SINI (2)
$75,000 per building - CA (1) and CA (2)- Planning for Restructuring
$85,000 per building - Restructured Schools- Year 1 and Year 2 of Implementation
NOTE: Schools Under Registration Review (SURR) also identified in the above categories are to be included.
The LEA must submit the enclosed application and indicate which schools are being funded. The LEA should fund schools based on the Title I accountability status of the school and each school's individual needs, not on a "one size fits all" funding model. A school may receive from $50,000 to $500,000. An LEA may choose to fund only some of its SINI, CA and or Restructured schools. For example:
the LEA may decide to direct this Title I School Improvement funding to other schools, if a school is already receiving multi-year funding from a Comprehensive School Reform (CSR) grant; or
the LEA may decide that a school does not have the capacity or commitment at this time to implement the funding appropriately and so may decide not to support the school with these funds.
The funds must be allocated to schools in need of improvement within an LEA.
Funds must be targeted toward the area(s) of identification and toward the particular subgroup(s) identified for improvement as of September 2005. The funds must support the goals for school improvement outlined in the modification of the school's Comprehensive Educational Plan (CEP) or Restructuring Plan, which are due to the LEA three months after identification in September 2005. The use of funds should also correlate to the accountability status of the school. For example, if a school is in Corrective Action Year 2- Planning for Restructuring, funds should be used for restructuring. If a school is a Restructured School- Year 1, funds should be used to support the implementation of the Restructuring Plan. For Year 2, funds should continue to support the implementation of the Restructuring Plan. Other examples of funding options include professional development, before and/or after school programs and instructional materials for students and teachers.
The funding period extends from September 9, 2005 to August 31, 2006.
NOTE: Indirect costs are not allowed with these funds.
Submission Instructions
Due Date: November 18, 2005
A complete application consists of:
Cover page;
Statement of Assurances;
Certification Regarding Lobbying, etc.;
School Chart for each school being funded;
FS-10 Budget Form.
(For New York City LEAs, the Division of Budget and Operations will submit
FAMIS (Final) FS-10s to NYSED after the Division of Teaching and Learning
approves all of a LEA's school plans.)
