Grant Application

The purpose of this grant is to support identified schools in need of improvement to meet the progress goals in their school improvement plans and thereby improve student performance. 

Districts in New York City with a Title I school or schools in the following categories are eligible to apply for a Title I School Improvement Grant:

Submit the completed application and preliminary hand-written FS-10, signed by the Superintendent of the LEA, as follows:

Purpose of Allocation

The No Child Left Behind (NCLB) Act of 2001 requires that State Education Agencies allocate funds to local education agencies for schools identified in need of improvement. 

The funds must be used to support schools in implementing the goals identified in the school improvement, corrective action and/or restructuring plans required under NCLB, Section 1116(b). The use of the funds must promote and support the intent of NCLB.

Eligibility

NYC Districts that have Title I schools in need of improvement are eligible to apply for funding.

Funding

Each District will receive an allocation based upon the number of schools in each category (SINI, CA and/or Restructured schools) within the LEA and the following funding formula:

NOTE: Schools Under Registration Review (SURR) also identified in the above categories are to be included.

The District must submit the enclosed application and indicate which schools are being funded. The Region/District should fund schools based on the Title I accountability status of the school and each school's individual needs, not on a "one size fits all" funding model. The LEA may choose to allocate from $50,000 - $500,000 to an individual school. An Region/District may choose to fund only some of its SINI, CA and/or Restructured schools. For example:

The funds must be allocated to schools in need of improvement within an District.  The Region may not allocate funds from one District to another within the Region.

Funds must be targeted toward the area(s) of identification and toward the particular subgroup(s) identified for improvement as of September 2004. The funds must support the goals for school improvement outlined in the modification of the school's Comprehensive Educational Plan (CEP) or Restructuring Plan, which are due to the LEA three months after identification in September 2004. The use of funds should also correlate to the accountability status of the school. For example, if a school is in Corrective Action Year 2 - Planning for Restructuring, funds should be used for restructuring. If a school is a Restructured School -Year 1, funds should be used to support the implementation of the Restructuring Plan. Other examples of funding options include professional development, before and/or after school programs, instructional materials for students and teachers, student transportation costs associated with school choice and Supplemental Educational Services (SES).

The funding period extends from September 13, 2004 to August 31, 2005.

NOTE: Indirect cost is not allowed with these funds.

The Division of Budget Operations and Review will submit FAMIS (Final) FS-10's to SED after the Division of Teaching and Learning approves all of a district's school plans.
