The primary purpose of this RFP is to provide adult education and literacy services to assist adults to become literate and obtain the knowledge and skills necessary for employment and self-sufficiency; to assist adults who are parents to obtain the skills necessary to become partners in the education of their children; and assist adults in the completion of a secondary school education.

Description:

This funding for planning, program design and implementation of charter schools is authorized under Title V, Part B, Subpart 1 of the No Child Left Behind Act of 2001, (NCLB). The primary purpose of this program is to expand the number of high-quality charter schools available to students.

Estimated Funding:

Grant funds totaling approximately $6 million dollars are available for this program. Grants will be subject to the following limits, per award period:

  • Planning and program design grants -- up to $300,000.
  • Implementation grants -- up to $400,000.
  • Planning and implementation grants -- up to $600,000.
Funding for all grants after June 30, 2008 is subject to the availability of funds from the United States Department of Education.

Description:

State funds in the amount of $5,000,000 are available from the New York State Education Department (NYSED) for grants to New York colleges and universities offering teacher education programs in partnership with school districts. These grants are to pay the costs of teachers of mathematics and science attending university or college-based 2008 summer institutes. These teachers are responsible for providing instruction of the intermediate portion of the New York State Learning Standards in Mathematics (revised 2005) and Science, grades five through eight. These institutes must align to New York State learning standards, improve professional content knowledge and pedagogy, enhance competencies in the use and application of technologies for improved student achievement in the areas of mathematics and science, and where practicable, align and integrate with programs offered to Excelsior Scholars pursuant to section 100.14 of the Regulations of the Commissioner of Education.

Eligible Applicants:

Eligible applicants are New York State public and independent colleges and universities offering teacher education programs, pursuant to section 52.21 of the Regulations of the Commissioner of Education. The applicant college or university must partner with one or more school district(s) and serve selected teachers from the district(s) with priority given, as practicable, to teachers in schools identified as schools in need of improvement, corrective action or restructuring status, schools under registration review or schools requiring academic progress. Colleges and universities offering teacher education programs can create a partnership with departments of mathematics and science at other colleges and universities, provided that only one college or university offering teacher education programs is the lead fiscal agent.

Regional Distribution of Applicants and Funding:

Funds will be allocated across five regions. The total amount of funds available for grants in each region are as follows:

New York City -- $1,750,000
Long Island -- $850,000
Eastern -- $950,000
Central -- $650,000
Western -- $800,000

An application will be considered for funding according to the region it serves. An applicant must submit a separate application for each region it wishes to serve.

State funds in the amount of $5,000,000 are available from the New York State Education Department (NYSED) to support the costs of summer programs implemented by public and independent colleges and universities for high performing mathematics and science students who will have completed seventh grade in June 2008. 

These programs must provide advanced coursework in mathematics and science that is aligned to the New York State learning standards.  The program must be at no cost to the students.

Eligible Applicants:

Public and independent colleges and universities in New York State are eligible.  Consortia of colleges and universities may apply.  One member of the consortium must be the applicant and lead fiscal agent.

Funding:

Sixty percent of the funds ($3,000,000) will be allocated across ten regions. The total amount of funds available for grants in each region is as follows:

Description: The Title II Part D - Enhancing Education through Technology (EETT) competitive grant program is designed to achieve three major goals as outlined in the NCLB Act:
 
  1. To improve student academic achievement through the use of technology in elementary and secondary schools;
  2. To assist every student – regardless of race, ethnicity, income, geographical location, or disability – in becoming technologically literate by the end of eighth grade; and
  3. To encourage the effective integration of technology resources and systems with professional development and curriculum development to promote research/evidence-based instructional methods that can be widely replicated.
     

The Primary focus of the program is to improve students’ academic performance through effective use of technology in the core subjects of English Language Arts, mathematics, and science as well as technology literacy through theme-oriented and evidence-based programs. Specifically, five theme-oriented categories of programs are:
 

  1. Leadership and System Change through Technology Innovation;
  2. Technology Infusion into Instruction through Professional Development;
  3. Data-driven Differentiated Instruction and Learning;
  4. Technology Literacy and ICT Skills Development and Assessment; and
  5. Expanding Learning Opportunities through Online Teaching and Learning.
Eligible Applicants: Eligible applicants must be either a “high-need local educational agency” as listed in Attachment 1 or an “eligible local partnership”. A “high-need local educational agency” is a local educational agency that:
 
  • Is among the local educational agencies in a State with the highest numbers or percentages of children from families with incomes below the poverty line; and
  • Operates one or more schools identified (as in need of improvement or corrective action) under section 1116; or
  • Has a substantial need for assistance in acquiring and using technology
     

An “eligible local partnership” is a partnership that includes at least one high-need local educational agency and at least one local educational agency that can demonstrate that teachers in schools served by the agency are effectively integrating technology and generating sustained progress and success implementing evidence-based model program(s) to improve students’ academic performance in core subject areas and technology literacy and skills. Such a partnership may also include one of the following service providing partners:
 

  • An institution of higher education that is in full compliance with the reporting requirements of section 207(f) of the Higher Education Act of 1965 and that has not been identified by the State as low-performing under section 208 of such Act; or
  • A for-profit business or organization that develops, designs, manufactures, or produces technology products or services, or has substantial expertise in the application of technology in instruction; or
  • A public or private nonprofit organization with demonstrated expertise in the application of education technology in instruction; and/or
  • Other local educational agencies, educational service agencies, libraries, or other educational entities appropriate to provide local programs.
     

Due to the significant reduction in funding, applications from consortium/partnership including multiple LEAs to pool and share resources, experiences and expertise are strongly encouraged.  Consortium/partnership applications from eligible local partnerships with at least one eligible high-need local educational agency having over 5,000 students in poverty or multiple eligible local educational agencies having a total of over 5,000 students in poverty will be given 20 extra preference points.

Consortium/partnership applications must focus on addressing the needs of the school buildings and districts identified as in need of improvement within the consortium/partnership.  In addition, a local educational agency  must serve as the fiscal agent for an eligible local partnership or consortium and follow the NYSED Consortium Policy on p. 10.

2007-08 CARL D. PERKINS CAREER AND TECHNICAL EDUCATION IMPROVEMENT ACT OF 2006 BASIC GRANT - Secondary and Adult Career-Technical Education Programs at Secondary Agencies

Description: The Carl D. Perkins Career and Technical Education Improvement Act of 2006 (Perkins) provides basic grants to improve the quality of career and technical education (CTE). Prescribed formulas related to population characteristics are used to allocate funds. Funds received by a recipient must be used to improve CTE programs. Perkins envisions that all students will achieve challenging academic and technical standards and be prepared for high skill, high wage, high demand occupations in current or emerging occupations. Perkins provides an increased focus on the academic achievement of CTE students, strengthens the connections between business, industry and secondary/postsecondary education, and strives to train students to meet the actual needs of their communities to better compete in a global economy.
 
Eligible Applicants: Only local school districts and Boards of Cooperative Educational Services (BOCES) may be eligible. To be eligible, such agencies must develop and submit a Career and Technical Education Program Plan (CTEPP), have a CTE program that is of sufficient size, scope and quality to be successful, and must have generated an allocation under the Perkins mandated secondary formula of at least $15,000 and/or under the adult formula of at least $50,000. Description: The McKinney-Vento Grant Program is designed to promote the enrollment, attendance, and academic success of homeless children and youth in schools and to ensure that they receive other educational services for which they are eligible, including Head Start, Even Start, and pre-school programs administered by Local Education Agencies (LEAs). In order to accomplish this mission, it is necessary to offer educational and related services to homeless children and youth to supplement the traditional classroom experience.

2007-08 Career Pathways and Perkins Title II

Description: Career Pathways and Perkins Title II funds are available from the State Education Department (SED) under Title II Tech-Prep Education of the Federal Career and Technical Education Improvement Act (Perkins IV) for grants to develop more fully the academic and career and technical skills of secondary and postsecondary students who elect to enroll in career and technical education.

Eligible Applicants: Consortia of Local Perkins Eligible Recipients. They include public school districts, Boards of Cooperative Educational Services (BOCES), and State-registered degree-granting institutions of higher education offering an associate degree or a two-year certificate in a technical field. Each of the Large Five school districts may apply as a single school district through consortia with a BOCES(s), where applicable, and one or more postsecondary institutions. Any other school district may only apply in consortia with at least one other school district, at least one BOCES, and one or more postsecondary institutions. With the exception of the New York City geographic area, these consortia must provide evidence of having reached out to both rural and urban districts as part of their application. Recipients are responsible for administering at least one career pathway program of study. Applicants must have a minimum of five years experience working in the area Tech Prep /Career Clusters.
