The following is a Request for Proposals for Regional and
Statewide Teacher Center projects. Currently existing Teacher Centers will be
eligible to submit an application to take the lead role in coordinating a
collaborative regional or statewide project to assist in effectively and
efficiently carrying out tasks and functions common to the statewide Teacher
Center program and to provide systemic technical assistance for Teacher Centers.
A portion of the statewide legislative allocation for the Teacher Center program
for 2005-2006 is designated to support regional and/or statewide Teacher Center
projects. A total of $287,588 will be available for regional and statewide
projects. The total appropriation is $31 million.
Regional or Statewide Projects
Only currently existing Teacher Centers are eligible to submit an application to take the lead role in coordinating a collaborative regional or statewide project that builds the capacity of the Teacher Center program on a regional or statewide level. Such projects should address the State standards and assessments, the Teacher Center standards and strategic plan, or otherwise build capacity and contribute to the growth and improvement of all Teacher Centers in a region or statewide. Examples of possible project areas include but are not limited to:
REGIONAL NETWORKS: Provide support for regional meetings to share resources and mentor new Teacher Center Directors.
STANDING COMMITTEES: Provide statewide support for coordinating functions for planning in-service and business meetings, support statewide evaluation, public relations and advocacy work, and collaborations with higher education agencies.
TECHNOLOGY: Provide guidance, training, and/or demonstration of the use and integration of technology and/or web-based communication and professional development. Provide support for the electronic message board for Teacher Center Directors and Policy Board members.
NEEDS ASSESSMENT and/or EVALUATION: Develop the capacity of Teacher Centers, through a variety of strategies, to engage in effective needs assessment and/or reflective program evaluation aimed at continuous improvement.
LEADERSHIP: Professional development/technical assistance for leadership and mentor roles of Directors and for training and technical assistance for Policy Board members.
COMMUNICATION: Local, regional, state and nationwide through printed materials, web access, publication in educational journals, presentations at conferences, and other means.
COLLABORATIONS: Among Teacher Center regions and committees, and with Regional School Support Centers, institutions of Higher Education, and other agencies or professional development providers, to enhance the operations of all Teacher Centers.
SPECIAL AREAS: Build the capacity of Centers to offer services to their constituents in special areas, such as but not limited to:
Peer Review
National Board Certification
Data Analysis
Other Areas: for identified needs and benefit to all Teacher Centers.
Project operation dates will cover the school year from July 1, 2005 to June 30, 2006.
Project Narrative
Using no more than four pages, describe the proposed project. Include the following information:
Proposed project objectives, outcomes and activities (20 Points)
Relationship of proposed activities to all Teacher Centers regionally or statewide (20 Points)
Relationship of proposed activities to the Teacher Center strategic plan (15 Points)
Plan for disseminating and sharing the information with all Teacher Centers (15 Points)
Proposed plan for administering/coordinating the project (15 Points)
Budget narrative showing relation of specific anticipated costs the project (15 Points)
Application Review
Proposals will be reviewed and rated by professional staff of the State Education Department.
The final score will be a total of the scores for each section.
Applications will be ranked in order of their final scores, and awards will be made to acceptable applications, beginning with the proposal with the highest score in each category or region, until the funds for Regional/Statewide Projects are exhausted.
If there is a tie in the ranking, priority will be given to the application with the higher score in (2) Relationship of Activities to all Teacher Centers.
