Incentive Grants for Improving Pupil Performance is a State Aid Categorical appropriation targeted to improving pupil performance in the "Big Five" city school districts. Improving pupil performance means the development and implementation of a project to strengthen the educational program in designated schools.
The funds should be used to support programming that is part of the school district's overall improvement efforts. These efforts are guided by the strategic plan adopted by the New York State Board of Regents in December 1995 which focuses on three areas:
Setting clear, high expectations/standards for all students and developing an effective means of assessing student progress in meeting the standards;
Building the local capacity of schools/districts to enable all students to meet standards; and
Making public the results of the assessment of student progress through school reports.
Commissioner's Regulations, CR 144.1, require that the district's application for funding include:
A list of schools participating in the program,
Description of each proposed school's problems associated with improving pupil performance,
Description of any present programs/activities to improve pupil performance in each proposed school and how such programs will relate to the proposed use of an incentive grant.
Description of how information will be disseminated to other schools in the district.
Buffalo: $10,500,000
New York City: $36,200,000
Rochester: $6,950,000
Syracuse: $3,600,000
Yonkers: $9,100,000
New York City schools must submit specific program narrative information as required in this application and the budget (FS-10) for this program as part of their District Comprehensive Education Plan. ALL ITEMS SPECIFIED IN THE FS-10 BUDGET MUST BE SUPPORTED BY A CLEAR DESCRIPTION AND SPECIFIC EXPLANATION IN THE DCEP NARRATIVE (NEW YORK CITY) THAT DIRECTLY RELATES TO THE ALLOWABLE EXPENDITURES LISTED.
The other four districts are required to complete and submit this application.
