Special Reading and Academic Programs, formerly known as Categorical Reading, is a State apportionment for aid to the "Big Five" city school districts for the purpose of improving reading, mathematics and academic performance.

New York City School Districts must submit specific program narrative information as required in this application as part of their District Comprehensive Education Plan. The budget (FS-10) must also be submitted.

Upstate districts receiving these funds can include this program in their 2004-05 Consolidated Application Update and are required to complete and submit this application.

OVERVIEW

Special Reading and Academic Programs, formerly known as Categorical Reading, is a State apportionment for aid to the "Big Five" city school districts for the purpose of improving reading, mathematics and academic performance.

The funds should be used to support programming that is part of the school district's overall improvement efforts. These efforts are guided by the strategic plan adopted by the New York State Board of Regents in December 1995, which focuses on three areas:

Maintaining an integrated approach to curriculum and instruction, professional development, school leadership, accountability, and school improvement will ensure that all aspects of the educational system work together so that all children may attain challenging standards. Of the funds allocated, each school district shall use funds for instruction, instructional supplies, materials and equipment for the purpose of improving reading, mathematics and academic performance.

NEW YORK CITY ONLY: ALL ITEMS SPECIFIED IN THE FS-10 BUDGET MUST BE SUPPORTED BY A CLEAR DESCRIPTION AND SPECIFIC EXPLANATION IN THE DCEP NARRATIVE (NEW YORK CITY) THAT DIRECTLY RELATE TO THE ALLOWABLE EXPENDITURES LISTED.
