2005-2006 Allocations for Title I, Parts A and D
of the No Child Left Behind Act

Introduction

Each year, the State Education Department revises preliminary allocations to local educational agencies for the Title I, Part A program to reflect actual enrollments in charter schools and New York State’s final allocation from the U.S. Department of Education.  The chart below displays final 2005-06 allocations.

Allocations made to charter schools result in reduced allocations to LEAs in which the charter school students reside, except in those cases where the LEA is already at the “hold harmless” or minimum allocation level.  When LEAs' allocations cannot be reduced because of the "hold harmless" rule, an adjustment must be made to the overall New York State preliminary allocations to LEAs. This results in many LEAs' final Title I, Part A allocations being slightly lower than their preliminary allocations.  Conversely, a few LEAs see increases in their allocations when the actual number of resident students who attend a charter school is smaller than projected in the preliminary allocation.  The final factor that could cause a change from the preliminary to the final allocation for an individual LEA is the adjustment in the final New York State allocation, which for 2005-06 was $5 million less than New York’s preliminary allocation.

LEAs that experience a small (i.e., less than $1,000) decrease in their 2005-06 Title I, Part A allocation do not need to send in a budget amendment solely to reflect this decrease.  However, if an LEA determines that an amendment is necessary to reflect this change, an FS-10A may be filed with the Title I School & Community Services office.  Please keep in mind that the revised allocation figures have been posted on the Grants Finance website (http://www.oms.nysed.gov/cafe/). The Department will not distribute to an LEA funds in excess of the final allocation amount plus carryover or the approved FS-10 budget amount, whichever is less. Be sure to operate the Title I program with these considerations in mind in order to avoid problems closing out the grant. LEAs that submit their original FS-10 for only the base allocation amount should not be affected. When submitting an amendment to incorporate carryover from the previous year, LEAs should use their final base allocation figure.

Those LEAs that experienced significant (i.e., greater than $1,000) decreases and did not have sufficient prior year carry over are required to amend their budgets accordingly. Similarly, any LEA that experienced an allocation increase will have to amend its budget via an FS-10A in order to be able to access those additional funds.
