Allocations for Title III, Part A
For New York State Public School Districts and Charter Schools

2005-2006

The charts posted on 7/13/05 and 7/21/05 were incorrect; the LEP allocations did not take into account LEP students enrolled in nonpublic schools, and 2003-04 LEP data from BEDS was used instead of 2004-05.  This revised chart of Title III, Part A allocations is based on LEP students enrolled in both public and nonpublic schools in each LEA's geographical area as reported in the 2004-05 BEDS.  We apologize for the errors and the inconvenience, and thank you to school district administrators who pointed the discrepancies out to us.


Below are information about the NCLB Title III, Part A allocations and the 2005-06 allocations for New York State school districts, charter schools and special act school districts. The allocations are determined by the State Education Department based on requirements set forth in the NCLB legislation.

How the Title III, Part A Allocations are Calculated:

  • The LEP allocations are based on the number of public and nonpublic LEP students served by each LEA compared to the State total. These data were collected in October 2004 by SED's Basic Education Data System.

The Immigrant Education allocations are based on the number of immigrant students reported by each LEA to SED in spring 2005 compared to the average of the immigrant counts reported by that LEA in the spring of 2003 and 2004.  In order to receive an Immigrant Education allocation, an LEA must have experienced an increase of 20 or more immigrant students and have reported in 2004.  Each Immigrant Education allocation has a base of $10,000 plus $50 per immigrant student reported in 2005.

 Total Amount Available for Allocation in 2005-06:

$51,227,151

  • This is an increase of nearly 13 percent from 2004-05.

Less 3.3 percent for Immigrant Education Allocations:

$1,693,250

  • NCLB legislation permits SED to set aside up to 15 percent of the total amount available for Immigrant Education allocations.

Amount for LEP Allocations:

$49,533,901
