The No Child Left Behind (NCLB) Act of 2001 requires that State Education Agencies
allocate funds to local education agencies to support identified schools
in need of improvement to meet the progress goals in their school improvement,
corrective action and/or restructuring plans and thereby improve student
performance.
LEAs that have Title I schools in need of improvement identified for 2007-08
will receive an allocation based upon the number of schools in each category
as follows:
LEAs must submit the enclosed application in order to receive funds. The funds must be allocated to schools in need of improvement within an LEA. However, an LEA may choose to direct its allocation only to some of its SINI, CA and or Restructured schools based on need.
Schools must target funds toward the area(s) of identification and toward the particular subgroup(s) identified for improvement as of December 2007. The funds must support the goals for school improvement outlined in the school's Comprehensive Educational Plan (CEP) or Restructuring Plan, which is due to the LEA three months after identification in December 2007.
The use of funds must also correlate to the accountability status of the school.
For example, if a school is in Corrective Action Year 2 - Planning for Restructuring,
funds must be used for restructuring. If a school is a Restructured School
- Year 1, funds must be used to support the implementation of the Restructuring
Plan. For Year 2, 3 and 4, funds must continue to support the implementation
of the Restructuring Plan.
Uses of funds include professional development, before and/or after school
programs and instructional materials for students and teachers. Funds may not
be used for indirect costs.
Grants may operate from January 1, 2008 to December 31, 2008.

the list of schools identified as of December 2007. High schools have not yet
been identified. As soon as the high school accountability list is available,
LEAs will receive allocations and may amend or submit a grant application,
whichever is applicable.
