Can BOCES and school districts apply?

Answer #1:

No.

Question #2:

Can this funding be used to provide training for adults who work with children (e.g. daycare workers) or to provide parenting instruction?

Answer #2:

This funding is to be used to provide Adult Basic Education, English as a Second Language instruction and high school equivalency programs.

Question #3:

How is the cost of a contact hour calculated?

Answer #3:

The total number of proposed contact hours divided by the cost of the proposal.

Answer #4:

Are there indeed WIA-type restrictions on serving students in ESL classes if they pretest above 540 on the Best Plus (ie: NRS level 7 or higher)?

Answer #4:

Yes.

Question #5:

"Beginning Literacy EL" (NRS level 1) seems to be missing from the NY State targets detailed in the RFP (page 5).

Answer #5:

Beginning Literacy EL (NRS level 1) was left off the chart in error. The performance target is 39%.

Question #6:

Are NRS level 1 students allowed to be served in ESL classes through ALE?

Answer #6:

Yes.
