Question #1:
We currently have an MSP grant. Our Lead LEA is not on the list of eligible LEAs for the new proposal. Two other schools involved in the current grant partnership are. Am I correct in assuming that we should have one of these LEA’s be the Lead LEA with our Higher Education Institution partner?
Answer #1:
Yes, the applicant lead agency must be a high need school district listed in Attachment 1.04/30/2007
Question #2:
Is it possible to get a copy of a winning application from the 2004-2007 round?
Answer #2:
Each proposal is tailored to the needs of the partnering agencies involved in the proposal. Different priorities, participant needs and evaluation plans would make modeling a previous award proposal difficult and unreliable.
Question #3:
Will there be any technical assistance
meetings?
Answer #3:
No face-to-face technical assistance meeting
is planned. The question and answer component is intended to benefit all
potential applicants with information pertaining to the submission of an
application.
Question #4:
May a district submit an application tailored
to each of the three priority areas?
Answer #4:
Partnerships may submit separate proposals for
each competitive priority. High-need local educational agencies may participate
as the Lead LEA or as an additional partner in only one proposal for each
priority area. Caution should be exercised in identifying different teacher
participants in each proposal in the event multiple proposals involving the same
school district are awarded.

Can we embed tuition costs for teachers who
are certified but still need graduate work for permanent certification?

Yes
Question #6:
Would you please define or describe what you
mean by "quasi-experimental" in: "Evaluations will be expected to use
experimental designs or quasi-experimental designs with comparison groups when
measuring the quality of activities, sample selection, data collection, and
analysis should be provided."
Answer #6:
A common description of quasi-experimental
design is an experimental design where random assignment of participants is not
possible.
Question #7:
Is the amount of the grant, if funded,
pro-rated to the number of teachers involved. For example, if we have 80
teachers, does that mean our budget can be as high as $200,000/year or only 80%
of that, $160,000 since 100 teachers is the cut off?
Answer #7:
Budgets should accurately reflect the costs
associated with providing the professional development program described in the
proposal. The dollar figures in the RFP should be considered the upper range of
a budget in relation to the suggested number of participants indicated.
Question #8:
Can stipends be paid to teachers, and if so,
what is the allowed daily rate?
Answer #8:
Yes, rates would be based on local guidelines
of the participating school districts for similar activities.

Can the budget include money for substitutes?
Answer #9:
Yes
Question #10:
What are the budget restrictions on the type
of allowable items? For Example, can we include the purchase of laptops and
laptop carts if we are doing a technology program?
Answer #10:
There are no specific restrictions. Since this
program is essentially professional development for teachers, all costs should
be reasonable and appropriate to provide the proposed program of activities.
Supplies and materials must be directly associated with the professional
development activities that will increase the content knowledge of the
participating teachers.
