Performance Indicators

The following is excerpted from the Forward of the New York State Even Start Family Literacy Performance Indicator Guide:

Long respected for providing quality services and programming to disadvantaged children and families, Even Start Family Literacy is now entering a new phase of accountability. The William F. Goodling Even Start Family Literacy Program, Title I, Part B, subpart 3 of the No Child Left Behind Act, directs all states receiving funds to develop indicators of program quality based on the best available research and evaluation data. These performance indicators must be used to monitor, evaluate, and improve Even Start programs within the state.

In response to this legislation, the New York State Education Department (NYSED) initiated a process to research, develop, and implement a system of performance indicators for Even Start Family Literacy partnerships in New York State (NYS). Launched in June 1999, the process brought together representatives from Even Start Family Literacy partnerships (both local education agencies and community agencies), collaborating agencies, local evaluators, and parents. The course of this diverse group’s work ranged from planning to piloting, as demonstrated by the following activities:

  • reviewing and discussing existing research, assessment, and program standards to maintain congruency
     

  • brainstorming possible indicators that accurately reflected the characteristics of, and families served through, Even Start Family Literacy partnerships
     

  • refining the indicators to reflect the purpose of Even Start and to focus on the education goals of participating families
     

  • acknowledging, and acting on, the belief that program indicators were equally as important as participant indicators
     

  • conducting and reporting on a pilot study of the indicators.

The dedication and diligence of the various work groups resulted in implementation of the participant indicators by all NYS Even Start Family Literacy partnerships in the 2000-2001 program year.
 

In recognition that Even Start systems must strive for improvement, the purpose of this guide is to provide clarification on modifications of the performance indicators for 2004 – 2005.
