Self Assessment System for 2007-08

The No Child Left Behind (NCLB) Act requires that all public schools/districts be included in the State accountability system and that adequate yearly progress (AYP) be determined for each public school/district. To meet this requirement of NCLB, Commissioner’s Regulation Part 100.2(p) requires that a self-assessment be conducted in those schools where decisions regarding AYP cannot be made based upon students’ participation in State assessments. The deadline to submit English Language Arts and Math data for self- assessment is August 15, 2008. 2008-09 Title I (NCLB) Status Report

The 2008-09 Title I (NCLB) Status Report is being sent to school districts and charter schools via e-mail. Accompanying the report is a memorandum from Associate Commissioner Jean C. Stevens that includes directions for completing the reports. The appropriate personnel at your district or charter school should print and complete the form as directed and fax it to the number indicated on the memorandum. If your district has not received this report to date, please contact the Office of Information and Reporting Services at (518) 474-7965.

Anaphylaxis Guidelines and Procedures

"Caring for Students with Life Threatening Allergies" is now available online. Incidences of severe allergic reactions have been on the rise.  This publication provides anaphylaxis guidelines and procedures to assist school districts in the development and implementation of their own local policy. The guidance information in this document is being shared to help school districts protect students from exposure to offending allergens and preventing life threatening anaphylaxis.  This publication, which is required by Public Health Law 2500-H*2, has been developed by the State Health Department in consultation with the State Education Department.

Summer School

Summer school is an additional opportunity to meet the needs of students by providing courses for enrichment, acceleration, and improvement of skills or making up course work from the regular school year.  Part 110 of the Commissioner’s regulations is specific to the operation of summer school. The Department’s Handbook for Summer School Administrators and Principals is available at www.emsc.nysed.gov/sss.  Click on summer school. Corporal Incidents Report Form

The New York State Education Department reminds Superintendents that Corporal Punishment Report forms must be submitted on July 16, 2008.  The report form, which covers the six month period of January 1, 2008– June 30, 2008, is available online at http://www.emsc.nysed.gov/sss/PupilServices.  Please complete and return the form with the original signature of the superintendent or charter school chief administrative officer to the address on the form.

School Leadership Certification Examinations

The first administration of the new School Leadership Certification Examinations is scheduled for October 25, 2008.
All candidates for certification as a School Building Leader (SBL), School District Leader (SDL), or School District Business Leader (SDBL) graduating from preparation programs in educational leadership after February 1, 2009 will be required to achieve satisfactory scores on the appropriate School Leadership Examination to qualify for a certificate. (Candidates who graduate from registered programs before February 2, 2009 may continue to qualify for a certificate without passing the examination.)
         
Each of the school leadership examinations will consist of two four-hour tests and will be administered at least four times annually. Candidates will have three opportunities prior to May 2009, and a fourth prior to September 2009, to pass the required exam.

The 2008-2009 administration schedule for the Leadership Examinations is as follows:

Test date:  October 25, 2008 - Registration deadline: September 19, 2008        
Test date:  February 28, 2009 - Registration deadline: January 26, 2009
Test date:  April 25, 2009 - Registration deadline: March 20, 2009
Test dates: June 27-28, 2009 - Registration deadline: May 22, 2009

Documentation Requirements for the FS-10-F Short Form

The Department’s Grants Finance Office has established new documentation requirements for the FS-10-F Short Form final expenditure report. The requirements are that agencies 1) record grant expenditure details in a manner consistent with the internal pages of the FS-10-F Long Form and maintain the information in their files and 2) make these details readily available upon request from authorized individuals. State Education Department Delegated Administration System (SEDDAS) Software Program Update

We would like to remind all public and non public school districts about the new SEDDAS software that will be implemented for the upcoming 2008-2009 school year.  We are now working with our vendor, Questar III, to finalize the user guide and training schedule.  We hope to have the SEDDAS software fully implemented by the beginning of the 2009 school year. 

State Education Department information systems that will be involved in this change include:

C4E – Contract for Excellence      VADIR – Violent and Disruptive Incident Report       
OSA – Exam request system         SAMS – State Aid Management System
MSA – Mandated Services Aid     IHRS – Impartial Hearing Reporting System
BEDS – Basic Educational Data System

Note:  TEACH and NYSSIS use the OFT log-in system and will not be affected by the SEDDAS system.

NYS 2008 Youth Development Survey

The New York Office of Alcoholism and Substance Abuse Services (OASAS) is conducting a Youth Development Survey and will use the results to help address behaviors that interfere with students’ academic performance, such as substance abuse, violence, and dropping out of school. OASAS e-mailed the survey to Superintendents of school districts in May.  We strongly encourage you to participate in this no-cost survey. The data obtained from the survey will be used to measure and target the factors that lead to substance abuse and other problem behaviors and to measure success in reducing those problem behaviors.  If you have any questions or need additional information about the survey, please contact Gregory Rainone, OASAS research scientist, at 646-728-4607 or e-mail YDSurvey@oasas.state.ny.us.
