June Meeting of the New York State Board of Regents

The agenda for the next meeting of the Board of Regents, scheduled to be held on June 23 and 24, 2008 in Albany, is available on the Web at http://www.regents.nysed.gov/2008Meetings/June2008/0608agenda.html. Highlights of agenda items include:

  • Results on the 3-8 English Language Arts (ELA) and Math examinations
  • Contracts for Excellence regulations
  • A proposed emergency regulation to strengthen administrative procedures for the issuance of waivers permitting retired educators to accept paid employment in public schools under Section 211 of the Retirement and Social Security Law.
  • An overview of the conceptual framework for an interim growth model in New York State that will include an explanation of the proposed model and how it would fit into the current accountability system; an overview of the model’s impact on accountability determinations; capacity issues with current technology; and strategies for soliciting input from the field in the Fall.
  • A progress report on work underway to review and update the State’s learning standards
  • A discussion about the new requirements for school districts to request a dental health certificate from students in the public schools at designated intervals. 
  • Regulations to implement a new statute requiring school districts to minimize the idling of the engines of school buses and other vehicles on school grounds.
  • Regulations to implement a new statute requiring training in autism for all teachers of students with disabilities
  • Preliminary draft regulations on teacher tenure that the Regents discussed in March are being revised to conform to the 2008-09 State Budget language on teacher tenure.

Notice of Final Charter School Adjusted Expense per Pupil for all School Districts

Consistent with 8 NYCRR 119.1 e., we are providing a notification to all charter schools and school districts of the adjusted expense per pupil of each school district and the estimated per pupil allocation under Part B of IDEA to be used in the calculation of payments due to charter schools.

2008-2009 Part 154 Comprehensive Plan and Reporting Requirements for the Education of Limited English Proficient (LEP) Students

Commissioner’s Regulations Part 154 requires all school districts receiving Total Foundation Aid, including community school districts, to develop a Comprehensive Plan (CP 154.3(a)) meeting the educational needs of LEP students, as well as, to submit an annual Data / Information Report. Reports must be completed and submitted by ALL districts no later than September 30, 2008 to Office of Bilingual Education and Foreign Language Studies. 2008 Reading First Summer Institute: Creating a P-16 Culture of Literacy

The State Education Department, in conjunction with the Long Island Regional School Support Center and Eastern Suffolk BOCES will host the Reading First Summer Institute: Creating P-16 Culture of Literacy on June 30 - July 1 at the Brooklyn Marriott.  This conference expands beyond the Reading First K-3 audience to include instructional strategies for teaching struggling readers at higher grade levels, as well as workshops on English Language Learners, Response to Intervention and more.  Conference presenters include Patricia Edwards, Tim Shanahan, Marilyn Jager Adams, Isabel Beck, Cathy Collins Block, Dorothy Strickland and other notable experts in early reading instruction. New York State Reading Resource Center Website

The New York State Reading Resource Center Website at http://nysrrc.monroe.edu provides practical information and resources for classroom teachers, principals and schools to effectively teach reading skills in the early grades.  This website is sponsored by the State Education Department (Early Education and Reading Initiatives) through a contract with the Mid-West Regional School Support Center that is part of the Reading First program.  The mission of the New York State Reading Resource Center is to support the consistent use of scientifically based reading research and instruction by disseminating accurate information statewide about current research and best/effective/evidence-based practices in reading instruction.

Title I Allocations Now Available

Allocations for Title I, Parts A and D For New York State School Districts, Charter Schools and Special Act School Districts are now available.
