Categories of School Accountability

A school’s category is determined by its status during the 2002-2003 school year, whether the school made Adequate Yearly Progress in 2002-2003, and its history of receiving Title I funding. The categories of School Accountability for the 2003-2004 school year are as follows:

Satisfactory. The school is not required to engage in school improvement activities because:
  • The school was not previously identified for improvement and the school did not fail to make Adequate Yearly Progress in both the 2001-2002 and 2002-2003 school years on a school accountability criterion.
  • The school was in improvement status in 2002-2003 and made Adequate Yearly Progress in both 2001-2002 and 2002-2003 on all criteria for which it was identified.

Title I Schools In Need of Improvement

To be identified as a Title I School in Need of Improvement a school must have received Title I funds during the 2001-2002 and 2002-2003 school years and must receive Title I funds during the 2003-2004 school year.

Title I School In Need of Improvement (Year 1). The school met one of two conditions:

    • The school was not identified for improvement in 2002-2003 but the school failed to make AYP in 2001-2002 and 2002-2003 in the same subject and the same grade on at least one accountability criterion.
    • The school was a Title I School In Need of Improvement (Year 1) that made Adequate Yearly Progress in 2002-2003 on all accountability criteria for which the school was identified but failed to make Adequate Yearly Progress on at least one criterion for which it was identified in 2001-2002.
Title I School In Need of Improvement (Year 2): The school met one of two conditions:
    • The school was a Title I School In Need of Improvement (Year 1) in 2002-2003 and the school failed to make Adequate Yearly Progress in one or more of the areas for which it was identified as a School In Need of Improvement.
    • The school was a Title I School In Need of Improvement (Year 2) that made Adequate Yearly Progress in 2002-2003 on all accountability criteria for which the school was identified as a School In Need of Improvement Year 2 but failed to make Adequate Yearly Progress on at least one criterion for which it was identified in 2001-2002.

Corrective Action. The school met one of two conditions:

    • The school was a Title I School In Need of Improvement (Year 2) in 2002-2003 and the school failed to make Adequate Yearly Progress in one or more of the areas for which it was identified as a School In Need of Improvement Year 2.
    • The school was a Title I Corrective Action School that made Adequate Yearly Progress in 2002-2003 on all accountability criteria for which the school was identified as a Corrective Action School but failed to make Adequate Yearly Progress on at least one criterion for which it was identified in 2001-2002.

What Title I Schools In Need of Improvement Must Do

NCLB requires certain actions in Title I schools that are identified as requiring school improvement or corrective action.

School Improvement (Year 1). Within three months of identification, the school must develop a two-year school improvement plan that includes:
    • Incorporating strategies using scientifically based research to strengthen core academic subjects and address the academic issues that caused the school to be identified.
    • spending the equivalent of at least 10 percent of the school’s Title I allocation received pursuant to Section 1113 of NCLB on high-quality professional development
    • providing written notification to parents
    • developing strategies to promote parent involvement
    • incorporating a teacher mentoring program
The school must provide public school choice to all students in the school.
School Improvement (Year 2). The school must meet all of the requirements for School Improvement (Year 1), including providing public school choice. It must also arrange for eligible low-income students to receive supplemental educational services.
Corrective Action. The school must meet all of the requirements for School Improvement (Year 2), plus the district must take at least one of the following corrective actions to the extent allowable by State law:
    • replace school staff who are relevant to the failure to make AYP
    • institute a new curriculum
    • decrease management authority at the school
    • appoint an outside expert to advise the school
    • extend the school day or school year
    • restructure the internal organization of the school
In addition if the school is in its second year of Corrective Action, the school must prepare a plan for the fundamental restructuring of the school that shall be implemented beginning in September 2004 if the school does not make Adequate Yearly Progress in its area(s) of identification for Corrective Action during the 2003-2004 school year.

Schools Under Registration Review (SURR)

Schools Under Registration Review: The school was under Registration Review as of September 2003. SURR schools are subject to State-mandated interventions and may also be subject to the requirements that pertain in Title I Schools In Need of Improvement (Year 1), Schools In Need of Improvement (Year 2) or Corrective Action, based upon their pattern of performance while receiving Title I funds.
What Schools Under Registration Review Must Do:
Section 100.2(p) of the Regulations of the Commissioner requires the following actions be taken in Schools Under Registration Review:
  • Notify parents annually that the school is under Registration Review
  • Have the school district develop and implement a Corrective Action Plan
  • Have the school development and implement a Comprehensive Education Plan.
  • Implement such actions as required under NCLB if the school has also been identified as a Title I School In Need of Improvement Year 1 or 2 or a Title I Corrective Action School.
Schools Under Registration Review that fail to achieve specified performance benchmarks established by the Commissioner are subject to revocation of registration and closure.
Schools Requiring Academic Progress

The following designations apply to schools that are not subject to Title I accountability sanctions and are not under registration review.

Schools Requiring Academic Progress (Years 1-4): The school did not receive Title I funding in 2001-2002 or 2002-2003 or will not receive Title I funding in 2003-04 and meets one of the following conditions:

  • The school was not identified for improvement in 2002-2003 and the school failed to make AYP in 2001-2002 and 2002-2003 in the same subject and the same grade on at least one accountability criterion.
  • The school was a State School In Need of Improvement, a Title I School In Need of Improvement (Year 1), a Title I School In Need of Improvement (Year) or a Title I Corrective Action School in 2002-2003 and the school did not make Adequate Yearly Progress in both the 2001-2002 and 2002-2003 school years on each accountability criteria for which the school had been identified.

What Schools Requiring Academic Progress Must Do

  • Schools Requiring Academic Progress Years 1 and 2 must develop and implement a School Improvement Plan.
  • Schools Requiring Academic Progress Year 3 must develop and implement a School Improvement Plan that contains at least one of the actions required of a school identified for Corrective Action under NCLB.
  • Schools Requiring Academic Progress Year 4 must meet all the requirements of a School Requiring Academic Progress Year 3. In addition, the school must prepare a plan for the fundamental restructuring of the school that shall be implemented beginning in September 2004 if the school does not make Adequate Yearly Progress in its area(s) of identification as a School Requiring Academic Progress Year 4 during the 2003-2004 school year.

1.  Title I - Schools in Need of Improvement (Year 1): these schools are subject to public school choice provision under NCLB.   
2.  Title I - Schools in Need of Improvement (Year 2):
these schools are subject to public school choice and the provisions of supplemental education services under NCLB.
3.  Schools in Corrective Action or Restructuring: these schools are subject to corrective action or restructure plans under NCLB.
4.  Schools Requiring Academic Progress:  these schools are subject to school improvement planning requirements under State regulation.
5.  Schools Under Registration Review (SURR):
these schools are farthest from State standard and most in need of improvement.
