State Aid

Feb, 3,  2005 - Regents Proposal on State Aid to School Districts for 2005-06 - The Regents State Aid proposal for 2005-06 builds upon a foundation formula proposal begun last year and responds to recommendations of a CFE Referee Panel.  Its goal is to provide a State funding system for education that provides adequate resources through a State and local partnerships so that all students have the opportunity to achieve the State's learning standards, including resources for extra time and help for students.  The full proposal is available from the web address below in the following formats:  HTML, PDF and Microsoft Word.

Aug. 10, 2004 - Highlights of Joint Legislative Proposal for 2004-05 School Aid:  The budgeted amount for computerized aids in the joint Legislature's proposal for school aid is increased from $13.9 billion in the 2003‑04 school year to $14.7 billion for the 2004-05 school year, an increase of $740.5 million or 5.3 percent.

Jan. 9, 2004 - Regents 2004-05 State Aid Proposal: The Regents State Aid proposal for 2004-05 implements a new, multi-year approach to State and local funding of public schools designed to close the student achievement gap. It proposes a "Foundation Formula" for the distribution of State Aid that assists school districts with the costs of general education instruction, to be phased in over a seven-year period.  Currently this document is available only in:

Nov. 10, 2003 - Regents Proposal on School Aid for School Year 2004-05: At their November meeting, the Board of Regents will consider two approaches for its 2004-2005 school aid proposal: (1) continuing and building upon recent State Aid proposals; and (2) a foundation formula approach with a mandated local effort requirement. The foundation formula would set forth an amount to support the basic education of a pupil and a standard of local support in terms of a tax rate and calculates the amount of local support that each district would collect if it actually imposed this specified tax rate. State Aid would provide the difference between the foundation amount and that which the school district would raise with this tax rate. The Regents will deliberate in November and agree upon an approach to pursue. A full proposal will be developed for approval by the Regents in December.

June 2, 2001 - Regents State Aid Proposal for 2001-02
