10/30/07 - Annual Survey of Children in Local Institutions for Neglected or Delinquent Children or in Correctional Institutions, 2008-2009:  Information from this survey will be used to compute the 2008-09 Title I Neglected or Delinquent allocations for school districts so that eligible children in the institutions can be provided Title I-funded educational services.  Institutions must complete this survey in order for their eligible children to receive Title I-funded educational services during the 2008-09 school year.  Survey forms are available at http://www.forms.nysed.gov/emsc/nd/0809cover.html .

7/3/07 - 2007-08 NCLB Consolidated Application Update Workshops - Two workshops will be held on Friday, July 13, 2007 in Albany.  A workshop for LEAs with new Title I Coordinators will be held from 9 a.m. to 12 p.m., and a workshop for LEAs in improvement status will be held from 1 p.m. to 5 p.m.  More information is available at http://www.emsc.nysed.gov/deputy/nclb/claworkshop/cla2007.htm.

6/29/07 - NCLB Consolidated Application Update, 2007-2008 - All local educational agencies eligible to receive federal funds under Title I, Parts A & D; Title II, Parts A & D; Title III, Part A; Title IV, Part A; Title V, Part A; and Title VI, Part B must submit a 2007-08 Consolidated Application Update.  A draft version of the application update, as well as allocations for most programs in the consolidated application, is available at http://www.emsc.nysed.gov/titlei/ca0708/cover.htm.

4/20/06 - Workshops for the 2006-2007 Consolidated Application Update:  Each year, school districts and charter schools apply for Title I and other formula funds from the federal No Child Left Behind Act through the Department's Consolidated Application process.  The Department will be conducting technical assistance workshops in May 2006 for district and charter school staff responsible for preparing Consolidated Applications.  Details regarding the workshops are available at http://www.emsc.nysed.gov/deputy/nclb/claworkshop/cla2006.htm.

4/13/06 - Update on 2006-07 Local Allocations for Title I:  The U.S. Department of Education has provided information that may be helpful to school districts and charter schools as they plan for the 2006-07 school year and begin the Consolidated Application process to receive 2006-07 NLCB formula funds.  To view the update, go to http://www.emsc.nysed.gov/funding/cladcep/0607/titleIallocsupdate4-12-06.htm.

4/7/06 - Final 2005-06 Allocations for Title I:  Each year, the Department revises preliminary allocations to local educational agencies for the Title I, Part A program to reflect actual enrollments in charter schools and New York State’s final allocation from the U.S. Department of Education.  Final allocations are now available at http://www.emsc.nysed.gov/funding/cladcep/0506/titleIallocs4-6-06.htm

3/28/06 - Rural Education Achievement Program (REAP) Small Rural School Achievement Grant Program, 2006-07:  The U.S. Department of Education is now accepting applications for funding through the No Child Left Behind Act's REAP Small Rural School Achievement Program.  More information and a tentative list of eligible local educational agencies are available at http://www.emsc.nysed.gov/ppd/reap_srsa_200607.htm.

3/16/06 - Revised 2004-2005 Title I, Parts A and D Allocations:  Due to a miscalculation, the Department is required to federal law to issue revised 2004-2005 Title I, Parts A and D allocations.  The revised allocations and information regarding required actions for affected local educational agencies is available at http://www.emsc.nysed.gov/funding/cladcep/0405/titleIallocs0405rev3-06memo.htm.

1/17/06 - Biennial Review of the District Plan for the Participation of Parents and Teachers in School-Based Planning and Shared Decision Making:  Regulations require all school districts and BOCES to biennially review their plans for the participation of parents and teachers in shared decision making and report review results to the Department.  The deadline to complete the review process and report to the Department is APRIL 1, 2006.  More information is available at http://www.emsc.nysed.gov/ppd/sdm/birevcover.htm.

6/30/05 - List of Higher Performing/Gap Closing Schools and Districts Announced Under NCLB: A total of 571 public schools, 3 charter schools, and 47 public school districts are being named as "higher performing/gap closing" schools and districts as required under the No Child Left Behind Act.  Full information and a list of schools/districts is available from the following link:

4/28/05 - Preliminary 2005-2006 Title I Allocations: The U.S. Department of Education recently provided information to the State Education Department that has allowed us to compute 2005-2006 Title I allocations. These figures are preliminary, meaning that they are subject to adjustments later in the year. Please ensure your Title I Coordinator is aware of the information at the web address listed below.

11/22/04 - Grant Awards for Title II, Part B of the No Child Left Behind Act - Mathematics and Science Partnership Program: The State Education Department has announced 2004-2007 awards for the Mathematics and Science Partnership competitive grant program.  First-year grant awards for the program total approximately $13.2 million.  It is intended to increase academic achievement of students in mathematics and science by enhancing the content knowledge and teaching skills of classroom teachers. Partnerships between high-need school districts and the science, technology, engineering, and mathematics faculty in institutions of higher education are at the core of these improvement efforts. 9/1/04 - Title I Improvement Status for the 2004-05 School Year:  On Thursday, September 2, the Department will transmit to the New York City Chancellor and the Big 4 superintendents lists of Big 5 schools that will be in Title I improvement status for the 2004-05 school year.  These lists will be released to the media on September 3. I am releasing these lists to offer parents of students enrolled in these schools the opportunity to transfer their students to a district school that is not in Title I improvement status, as required by NCLB. The complete statewide lists of schools in need of improvement will be released after Labor Day.  Each school superintendent with a listed school will be notified before the list is released to the media.  School districts should expect Accountability Verification Reports after September 7.

8/18/04 - Nonpublic School Allocations for Title II, Parts A & D; Title IV, Part A; and Title V, Part A: In order to assist school districts in meeting the equal expenditure requirement of Section 9501 of the No Child Left Behind Act, the Department has calculated suballocations for nonpublic schools. These figures are for advisory purposes only, and they are nonbinding.

12/12/03 - Guide to the NCLB's Requirements for Title I Paraprofessionals and New York State's Requirements for Teaching Assistants: A quick guide to the two sets of standards that must be met by some school support personnel in New York State: (1) the NCLB's requirements for Title I paraprofessionals and (2) New York State's requirements for school support personnel performing the duties of teaching assistants, which will change after February 1, 2004.

10/14/03 - Requirements for Schools Identified Under NCLB or Commissioner's Regulations: In August and September, districts received information on the accountability status of each of their schools. Schools that have been identified as In Need of Improvement (SINI) pursuant to the NCLB Act or as Requiring Academic Progress (SRAP) pursuant to Section 100.2(p) of the Regulations of the Commissioner must fulfill certain requirements. In addition, Section 100.2(p) requires a district to develop a Local Assistance Plan (LAP) for any school below the State standard of 150 in ELA or math that is not required to develop a School Improvement Plan. LAPs must be approved by the Board of Education by October 15, 2003. Pertinent information may be found by viewing the web links below. In some instances, districts were notified that a determination about Adequate Yearly Progress could not be made for a school based on its participation in State assessments. In these cases, schools will be required to conduct a self-assessment. Additional guidance will be provided shortly to districts regarding their district level accountability status and the self-assessment process.

10/6/03 - Updated Information on the High Objective Uniform State Standard of Evaluation (HOUSSE) and Data Reporting to Comply with NCLB: Field memo from Johanna Duncan-Poitier and James A. Kadamus explaining the NYS Education Department's policy on using the "high objective uniform State standard of evaluation" to determine whether a teacher is "highly qualified" for Basic Education Data System (BEDS) reports due in the fall 2003.

9/23/03 - Updated Federal Guidance on Implementing the NCLB's Requirements for Teachers:  The US. Department of Education has recently issued two new draft, non-regulatory guidance documents for the NCLB.  HTML Format

9/22/03 - Accountability Update:  State Benchmarks and Annual Measurable Objectives.  On July 17, 2003 the Board of Regents adopted amendments to Regulations of the Commissioner to bring the regulations into conformance with New York's approved plan for meeting the accountability provisions of the No Child Left Behind Act.  As a result of adoption of these regulations and decisions made by the Commissioner, the State Benchmarks and Annual Measurable Objectives have been established for the 2002-2003 and 2003-2004 school years.
