2/27/08 - Count of Immigrant Children and Youth, 2008: The Department annually collects the number of "immigrant children and youth", as defined by Section 3301(6) of NCLB, present in New York State. The data is used each year to determine each local educational agency's eligibility and allocation for the Title III, Part A Immigrant Education program. As a result, each school district and charter school must count the number of “immigrant children and youth” and report to the State Education Department by March 26, 2008.

8/14/07 -2007-08 DCEP Addendum Update Now Available - All New York City local educational agencies eligible to receive federal funds under Title I, Parts A & D; Title II, Parts A & D; Title III, Part A; Title IV, Part A; Title V, Part A; and Title VI, Part B must submit a 2007-08 District Comprehensive Educational Plan Addendum Update in order to receive the funds. 8/10/07 - Final Version of 2007-08 Consolidated Application Update Now Available: All local educational agencies eligible to receive federal funds under Title I, Parts A & D; Title II, Parts A & D; Title III, Part A; Title IV, Part A; Title V, Part A; and Title VI, Part B are required to submit a 2007-08 Consolidated Application Update. 1/18/08 - Request for Input and Feedback: The State Education Department is seeking your input on a preliminary proposal to revise the structure and content of Students with Disabilities teacher certification (read the memo). Since data analysis and feedback from the field suggest there will be a shortage of special educators at the secondary level, the proposal is designed to ensure the supply of effective special education teachers. Your comments are needed to further refine the proposal, which was endorsed by the Regents in December. Thank you for your continuing commitment to quality teaching, and we look forward to reviewing your ideas and good advice.

1/18/08 - Title V, Part A - Innovative Programs: the US Department of Education has requested that the State Education Department provide information regarding 2006-07 local educational agency activities funded by NCLB Title V, Part A-Innovative Programs. Please complete the very brief form and submit it to the Department by February 15, 2008.

1/4/08 - Biennial Review of the District Plan for the Participation of Parents and Teachers in School-Based Planning and Shared Decision Making:  This is a reminder that the deadline to complete the review process and report to the Department is MARCH 1, 2008.  Regulations require all school districts and BOCES to biennially review their plans for the participation of parents and teachers in shared decision making, and report their review results to the Department.   More information is available at http://www.emsc.nysed.gov/ppd/sdm/birevcover.htm.

12/20/07 - Title I School Improvement Technical Assistance Workshop: All school districts and charter schools outside of New York City with schools in need of improvement, corrective action and restructuring for 2007-2008 are required to send a representative to a workshop in Albany on January 29, 2008. The purpose of the workshop is to discuss Title I accountability and how to apply for Title I school improvement funds. For more information, please go to the workshop announcement. - UPDATED

12/11/07 -The Report of Supplemental Educational Services Provided in the State of New York is an aggregate summary of District/Local Educational Agency (LEA) and Supplemental Educational Service (SES) Provider data and information collected by the New York State Education Department (NYSED) for the period June 1, 2004 to May 31, 2005. The Report is intended to address NYSED’s reporting responsibilities under the federal No Child Left Behind (NCLB) Act.

11/19/07 - Message from the Senior Deputy Commissioner about the Approval of the Contracts for Excellence:  I am pleased to report that on November 19, 2007, Commissioner Richard Mills approved the Contracts for Excellence submitted by the school districts that were required to prepare these Contracts by the 2007-08 New York State Budget. A formal announcement of the approval of the Contracts for Excellence took place in Buffalo on November 19th and was attended by Governor Eliot Spitzer, members of the New York State Legislature, Members of the New York State Board of Regents, Commissioner Mills and many Superintendents from the Contract districts. I would like to thank the Contract school districts for the hard work that went into the development of the Contracts for Excellence. These documents are just one example of your tremendous commitment to improving student achievement in your districts. I look forward to our continued work together. 10/19/07 - MRSA, or Methicillin Resistant Staphylococcus Aureus Occurrences - From Johanna-Duncan Poitier, Senior Deputy Commissioner: Based on the recent heightened concern regarding reports of occurrences of MRSA, or methicillin resistant staphylococcus aureus, I wanted to share with you the some resources that are available to help you ensure the health and safety of students and staff in your schools . Please share this information with appropriate school personnel. The New York Statewide School Health Services Center website contains valuable information on MRSA. In addition, updated information concerning the use of alcohol-based sanitizers in school settings is available here. Previously, administration of these sanitizers required a written order from a licensed prescriber and written parental permission. Because of the increase in MRSA infections reported in schools, the administration of these sanitizers no longer requires those authorizations.

10/26/07 -  "Partnerships to Close the Achievement Gap" to Air on PBS on Monday, October 29

The New York State Board of Regents 2008-09 budget proposals to expand P-16 partnerships serve as the backdrop for a special New York Learns program featuring the solid work underway across the State's Pre-K-12 and higher education community, including CUNY, SUNY, independent colleges and universities, and proprietary colleges. New opportunities to make significant progress to close the achievement gap with the bold new initiatives the Regents have proposed will also be featured. "Partnerships to Close the Achievement Gap" will air on local public television stations across the State on Monday, October 29 at 10:30 p.m.

Join Commissioner of Education Richard Mills and Senior Deputy Commissioner Johanna Duncan-Poitier as they visit with key educational leaders across New York State to discuss successful P-16 collaborations making a difference in our schools. 9/14/07 -American Red Cross Shelter Volunteers - Commissioner Mills has announced that the State Education Department is now the lead agency in the State’s Comprehensive Emergency Management Plan for General Population Temporary Sheltering.  The memo and the list of training programs is available here (PDF).

8/13/07 - 2007-2008 Part 154 Comprehensive Plan and Reporting Requirements for the Education of Limited English Proficient (LEP) Students - Chapter 57 of the Laws of 2007 requires that, beginning with the 2007-08 school year, each school district receiving Total Foundation Aid must develop a comprehensive plan to meet the educational needs of students with limited English proficiency (“LEP”), consistent with Commissioner’s regulations (“CR”). 8/9/07Professional Employment Opportunities Announced at NYSED – Director, Office of Human Resources Management Gayle Bowden announces more than 75 employment opportunities at NYSED in response to Governor Spitzer’s increased support and funding for education. These positions will enhance the Department’s ability to carry out its initiatives regarding performance standards for schools and school districts, the assessment and monitoring of academic progress, and various school improvement programs. The Department is committed to the development and maintenance of a diverse workforce which reflects the many communities it serves, and all interested individuals are encouraged to review the website for additional information on these opportunities and the application process.

4/3/07-  Message from Johanna Duncan-Poitier, Senior Deputy Commissioner of Education - P-16: The Board of Regents and Commissioner Mills have recently announced a new P-16 structure within the State Education Department to improve achievement and close performance gaps across the Pre-Kindergarten through higher education (P-16) continuum. To help carry out these goals, Johanna Duncan-Poitier has been named Senior Deputy Commissioner of Education - P-16 and will provide leadership for the combined offices of Elementary, Middle, Secondary, and Continuing Education (EMSC) and Higher Education.  Please see this message from the new Senior Deputy Commissioner of Education - P-16.

1/8/07 - National Missing Children’s Day Poster Contest:  New York State AMBER Alert Partners, in cooperation with the U.S. Department of Justice's Office of Juvenile Justice and Delinquency Prevention Child Protection Division, is promoting participation in the yearly National Missing Children's Day Poster Contest.  National AMBER Alert Day, which is January 13, 2007, is the suggested initiation date for this competition for 5th grade students. Information, including a fact sheet with instructions, prior entry winning posters, an application, participation certificate, and a sample press release will be available on January 13, at http://www.nysamber.troopers.state.ny.us/.  Questions regarding the contest should be directed to New York State Police Senior Investigator Gary B. 2/11/07 - Parent and Family Partnerships:  The State Education Department is collecting public comment through January 2, 2007, regarding revisions to the Board of Regents policy statement on Parent and Family Partnerships. 1/8/07 - Better Beginnings Award for Elementary Teachers:  The Better Beginnings program annually offers a $1,000 award for excellence to a New York State elementary school teachers.  The application form is available at http://www.highered.nysed.gov/kiap/TEACHING/BBA/bbaindex.htm, and applications are due by February 16, 2007.

11/14/06 - 2008 Teacher of the Year:  The application for the 2008 New York State Teacher of the Year Award is available at http://www.highered.nysed.gov/kiap/
TEACHING/toty/totyapp2008.html.  The Teacher of the Year program recognizes and celebrates outstanding teachers throughout New York State.  Eligible teachers are appropriately credentialed, work directly with students in a public, private or charter school and have at least five years teaching experience.  The deadline for applications is February 16, 2007.

10/31/06 - Parent and Family Partnerships:  The Department will convene a series of seven regional forums to solicit public comment concerning revisions to the Board of Regents' Policy Statement on Parent and Family Partnerships. 5/25/06 - Academic Intervention Services Plans:  Under Section 100.2(ee) of Commissioner's regulations, school districts are required to review their AIS plans every two years beginning July 2002.  As a reminder, AIS plans are scheduled to be reviewed this year by July 1, 2006.  Guidelines concerning AIS plans are available at http://www.emsc.nysed.gov/part100/pages/policy.html.

5/24/06 - Registration of New Public Schools:  Commissioner's regulations require a school district seeking to register a new public school to do so by June 15 for schools opening in September of the next school year or, for schools opening during the school year, at least 90 days prior to the opening of the school.  Registration materials and additional information are available at http://www.emsc.nysed.gov/irts/newschoolregistration/intro.htm.

2/21/06 - Academic Intervention Services:  As required by Commissioner's regulations, school districts must have their AIS descriptions revised and reapproved by their boards of education by July 1, 2006.  Please do not submit approved AIS descriptions to the Department; they must be maintained by districts and made available upon request.  Guidance is available at http://www.emsc.nysed.gov/part100/pages/topics.html, and questions may be directed to the Office of School Improvement at (518) 474-5923.

10/25/05 - Creating Family Partnerships: A Public Forum to Discuss and Improve How We Serve Parents and Families - The Board of Regents' policy statement, “Parent Partnerships: Linking Families, Communities, and Schools", mandates that “each school board develop and implement a comprehensive parent partnerships policy.” In an effort to determine whether this policy has been effective and is still appropriate and aligned with the Regents’ current goals and institutional capacity, the Department will conduct a series of regional focus group meetings to solicit public comment.  More information is available at http://www.emsc.nysed.gov/family/parentpartnership/cover.htm.

9/27/05 - Request for Comment:  Application and Affidavit of Residency/Qualifications for Commissioner of Education's Appointments of Members to the Board of Education of Special Act School Districts  -  The New York State Education Department is currently accepting applications from individuals interested in being appointed by the Commissioner of Education to serve as a member of the board of education of a special act school district. In order to be considered for appointment, applicants must submit all required information to Dr. Raymond H. Kesper, Office of the Deputy Commissioner/EMSC, Room 875 EBA, New York State Education Department, Albany, New York 12234.

9/13/05 - National Constitution Day: September 17, 2005 -  A recent federal law designates every September 17th as "National Constitution Day" and requires educational institutions receiving federal funding "to hold an educational program on the United States Constitution on September 17 of each year." Since this date falls on a Saturday in 2005, schools can celebrate National Constitution Day on Friday, September 16.

6/7/04 - In honor of Ronald Reagan:  Governor Pataki has "ordered flags at the State Capitol and across the State to be lowered to half-staff in honor of President Reagan." All flags will be lowered to half-staff until July 5.

Schools are requested to comply with the Governor's request. There has been no indication from the Governor's office that State or local buildings will be closed on the day of Ronald Reagan's funeral (Friday, June 11). It is within the discretion of local districts to determine whether any additional classroom or school-wide observance is appropriate.

5/12/04 - Registration of New Public Schools - School districts that seek to register a new public school must submit a petition for registration to the Department no later than June 15 for schools opening in September or during the next school year. The Commissioner will review such petitions to determine if the school meets certain criteria and recommend approval to the Board of Regents. A field memorandum provides further details as well as a copy of the petition.

11/26/03 - Updated Information on District Superintendents' Salary Cap.  Governor Pataki acted upon legislation that raises the cap on District Superintendents' salaries. Full information on the legislation is available at the above web link.

11/5/03 - 2003 Chapter 655 Report to the Legislature: The Annual report to the Governor and the Legislature with respect to "enrollment trends; indicators of student achievement in reading, writing, mathematics, science, and vocational courses; graduation, college attendance and employment rates; . . . (and) information concerning teacher and administrator preparation, turnover, in-service education and performance" is now available.

10/10/03 - High School Teachers Needed (REVISED):  The Office of State Assessment is seeking high school teachers to participate on Teacher Review Committees. The purpose of the Committees is to conduct a final review of the Regents examinations for each administration period, beginning with the January 2004 administration. This process was piloted with the August Regents exams and it worked very well. Based on comments from the field, we have updated the notice and application to require the signature of the school administrator, acknowledging that the teacher has applied to participate.  The updated application is dated effective October 10, 2003.  Please be sure to use that version.  Complete information and a copy of the Teacher Review Application is available below.

8/25/03 - Ceremonies Commemorating Second Anniversary of September 11 Attack. Governor Pataki has announced plans to commemorate the second anniversary of the September 11 attack.
