2006 Title III Biennial Report Survey:
The Department must
complete and submit to the U.S. Department of Education a Biennial
Report regarding Title III by December 31, 2006. To complete the report,
the Department's Office of Bilingual Education and Foreign Language
Studies is conducting a survey to solicit information from Title
III-funded school districts and charter schools. Those that were awarded Title III LEP
and/or Immigrant funds in 2004-05 and/or 2005-06 are asked to please
respond to this survey, which is available at
http://www.forms.nysed.gov/emsc/biling/biennial06.htm, by October 27, 2006.

LEP/ELL Student Statewide Assessment
Policy/Title I Requirements: In
response to the U.S. Department of Education's recent findings that
the New York State English as a Second Language Achievement Test (NYSESLAT)
can no longer be used for Title I accountability purposes, the
Department has changed its policy on the assessment of LEP/ELL
students beginning with the 2006-07 school year. A memo

Quality Review of Services to
Limited English Proficient Students/English Language Learners:
The Office of Bilingual Education will be selecting schools to be part of
a School Quality Review pilot program beginning January 2006, as part of
the NCLB Title III ELL program review initiative and the Department's
Regional Network Strategy to build capacity of schools and districts.
The pilot will include schools identified by the Office of School
Improvement which have a large number of LEP/ELLs. The Bilingual
Education Technical Assistance Centers will be assisting selected schools
in using this comprehensive self-assessment tool to examine the quality of
programs and services provided to LEP/ELLs. The Quality Review is
designed to help school leadership, instructional staff, and all other
service providers to review and evaluate all LEP/ELL-related processes,
practices and strategies in place in the school system.
