FIRST LIST OF HIGHER PERFORMING/GAP CLOSING SCHOOLS

AND DISTRICTS ANNOUNCED UNDER NCLB

A total of 571 public schools, 3 charter schools, and 47 public school districts are being named as “higher performing/gap closing” schools and districts as required under the No Child Left Behind Act.

These schools and districts have been recognized because during the 2003-04 school year they met the State performance index for both English and math and also made Adequate Yearly Progress in both English and math for two consecutive years.

Schools were eligible for recognition only if they had a minimum of 30 continuously enrolled students in two of the following disaggregated groups:

·       Racial/ethnic groups,

·       Low-income, limited English proficient group, or

·       Students with disabilities group. 

The State performance index is 150. A school’s performance index is computed by taking the percentage of students scoring at levels 3 and 4 on a test and adding it to the percentage of students scoring at levels 2, 3, and 4 on the test. Thus, if a school has 60 percent of students scoring at levels 3 and 4 and 90 percent of students scoring at levels 2, 3, and 4, the school’s performance index would be 150. The performance index can be raised each year to foster improvement.

Statewide, 2,041 public and charter schools, or 47 percent of schools, and 435 districts, or 59 percent of districts, met this eligibility requirement. Beginning with the 2005-2006 school year, when grade 3-8 testing commences, the number of eligible schools and districts will increase significantly as more schools and districts will be held accountable for more subgroups of students.

A total of 28 percent of eligible schools and 11 percent of eligible districts were recognized. A total of 361 elementary schools, 108 middle schools, 89 high schools, eight elementary-middle schools, and eight middle-high schools were recognized.
