New York State Career and Technical Education - Guidelines for Career and Technical Education Administrators and Counselors doc The Guidelines contain provisions of Education Law, Commissioner's Regulations and State Education Department policy.  They form the legal basis of Career and Technical Education (CTE) programs in the schools of the State. The web-based version of the Guidelines is also intended to assist administrators maintain quality CTE programs and help school counselors guide students in the selection of programs of study.
