NYSED/School Library Services Summit Action Steps

The New York State Education Department (NYSED), the New York Library Association (NYLA) external link icon, the School Library Media Section of NYLA (SLMS) external link icon, and the School Library System Association of New York State (SLSA) external link icon, co-sponsored a two-day School Library Services Summit, June 29 - 30, 2009. The purpose of the Summit was to share ideas and to develop recommendations to support increased student achievement within the context of school library services, as they relate to curriculum, instruction, assessments and professional development. The Summit resulted in twelve mutually agreed upon action steps. NYSED commits to posting progress in meeting these actions on a regular basis.

NYSED is grateful for the ongoing collaboration with NYLA, SLMS, and SLSA to accomplish these action steps and to build upon this work by partnering on future educational initiatives.

Current Status

1. NYLA, SLMS, and SLSA will continue to reach out to the members of the Board of Regents to advocate for stand alone “Information Literacy” Standards.
2. By November 2009, NYSED, in collaboration with SLSA and SLMS, will revise the School Library Media Program Evaluation (SLMPE) rubric to better inform program improvements that support student achievement.

3. By December 2009, SLSA, SLMS, NYLA, and NYSED will explore issues, examine feasibility, and develop recommendations to strengthen School Library Systems through an increase in State Aid for School Library Systems.
  • Conference call planning for development of agenda item for December BOR meeting in process under DLD, SLS RAC for Libraries representative leadership.
4. By January 2010, NYSED will issue guidance material to clarify the use of Library Materials Aid (LMA), for statewide dissemination. NYSED will call upon NYLA, SLMS, and SLSA to promote dissemination of LMA information.
  • Draft one-page fact sheet under review NYSED, SLMS, for critical analyses.

5. By March 2010 NYSED, in collaboration with the SLMS, SLSA, and middle-level practitioners will begin a process to review the Middle Level Indicators of Achievement Checklists – Library Media to be complimentary and congruent with the SLMPE rubric.  
6. By May 2010, NYSED, in collaboration with SLMS and SLSA, will implement a process to identify model lesson units and assessments aligned with the NYS Learning Standards and the American Association of School Librarians Standards for the 21st Century learner for posting on the Virtual Learning System and related web sites.  
7. By July 2010, NYSED, in collaboration with SLSA and SLMS, will provide recommendations for review and revision of the school library sections of the Basic Education Data System (BEDS) school and district data forms to complement and align with the SLMPE rubric and Middle Level Checklist, Library Media.

8. By August 2010, NYSED will develop a brief exploring the feasibility of an NYSED audit of Library Materials Aid.  
9. By September 2010, NYSED, in collaboration with NYLA, SLMS, and SLSA, will develop and support a formula for an increase in Library Materials Aid; this increase, after and above the current 100% $6.25 reimbursement per pupil for all districts, will be wealth adjusted up to $18 reimbursable per student (based upon NY State 2005-2006 low-spending successful school district data).

10. By November, 2010, NYSED, in collaboration with SLMS and SLSA, will identify building-level school library media program and student indicator data for consideration in the NYSED P-16 data system.
  • Draft outline based on SLMPE rubric developed; draft data sets from four sources (BEDS, AASL, NCES, CA BOE) inserted.
11. By January 2011, NYSED, in consultation with SLMS, SLSA, and NYLA, will develop a brief outlining the feasibility of a certified school library media specialist in every school library.
