New York/Puerto Rico Reciprocal Agreement on Teacher Certification English version
Interstate contract between New York State and the Commonwealth of Puerto Rico that allows full certification in New York State for teachers, administrators and other educational personnel certified in Puerto Rico, and vice versa. The provisions of this contract benefit the students of New York State and Puerto Rico by assuring instruction through certified and qualified teachers.

Two-Way Bilingual Education Grants
Purpose: Two-Way Bilingual Education Programs, also known as bilingual immersion, two-way immersion, developmental bilingual, and dual language programs, integrate limited English proficient (LEP) and English proficient (EP) students for instruction in and through two languages, one of which is English.  The program promotes high academic standards for all students as they develop proficiency in the second language while increasing mastery of the first language.

Districts with approved planning grants, may now apply for a  grant to implement a three-year long program. Applications for programs in all language groups and grade levels are encouraged.   All grants are contingent upon the availability of funds in the State Budget.

Eligible agencies: School districts with approved Two-Way Bilingual Education planning grants for April 1, 2003 to June 30, 2003 are eligible to apply. 

Deadline: One application and FS-10 with original signature and two copies postmarked or Hand Delivered by July 1, 2003.  Faxes will not be accepted.

Bilingual Excel Grants 
Purpose:
Subject to the availability of 2003-2004 State Bilingual Categorical Funds, the New York State Education Department is pleased to invite eligible applicants to submit proposals to compete for funding under the School Building Bilingual Excel Program. Funds approved under this program must be used to implement language arts programs where instruction may be provided in English, English as a second language, or in the LEP student’s native language to enable them to meet the New York State standards and graduation requirements. Such programs must supplement not supplant educational services already required under CR Part 154. They may be implemented before or after school, or on Saturdays

Eligibility:
Those buildings with 25 or more LEP students, within districts with approved Comprehensive Plans under CR 154, are eligible to apply for a 2003-2004 grant.

Deadline:
One original signature and two copies of the application must be postmarked by June 6, 2003.  The DEADLINE has been EXTENDED, all applications must be postmarked by June 20, 2003.

Bilingual/ESL Teacher Leadership Academy (BETLA), 2003-06

Purpose: To establish a Bilingual/ESL Teacher Leadership Academy (BETLA)to work with the City School District of New York. The BETLA will provide enhanced professional development and support to exemplary Bilingual and ESL teachers in New York City.

Eligible agencies: Institutions of Higher Education and Schools of Education

Deadline: One application and FS-10 with original signatures and two copies postmarked by March 7, 2003.  Faxes will not be accepted.

Bilingual/ESL Staff Academy for Raising Standards (BESARS) Grants

Purpose: to strengthen the capacity of high schools to prepare Limited English Proficient/English Language Learners (LEP/ELL's), to pass the Regents Examinations required for high school graduation by providing their students with an extended day program, their teachers with intensive professional development and their parents with information on the State's higher standards and assessments.

Eligible agencies: New York City, Yonkers, Buffalo, Rochester, Syracuse; and BOCES with approved Bilingual Education Technical Assistance Centers (BETACs) serving public school districts with approved Comprehension plans under CR Part 154.

Deadline: Two originals and one copy of the application must be postmarked by January 28, 2003.

    New York State, as well as other states in the nation, is experiencing an increase in the number of new immigrants who enter our schools with limited or interrupted formal education in their home countries. These are limited English proficient (LEP) students who come from a home where a language other than English is spoken and enter a School in the United States after grade two. Upon enrollment the LEP students have had at least two years below expected grade level in reading and in mathematics.
