The Bilingual/ESL Committee of Practitioners (COP), which is composed of Bilingual/ ESL professionals, serve as an advisory group to the Commissioner of the New York State Education Department (NYSED) to address critical issues affecting students who are classified as Limited English Proficient/English Language Learners (LEP/ELL).
