SUBJECT: Important Policy Changes Effecting Report Cards, Reporting Deadlines and Employment Preparation Education (EPE)

This memo describes critical policy changes for the 2009 and 2010 fiscal years and reinforces reporting policies that span the fiscal years 2008 and 2009, described in earlier memos.

REPORT CARDS

Report Cards for fiscal year 08. Report cards for the 2007-08-program year will be disseminated in February of 2009. The only change in methodology from the 06-07 report cards will be the inclusion of the "entered employment" follow-up measure to calculate the aggregate follow-up score. Detailed explanations on how the quartile scores were derived will be included with the report cards and will also be posted on the ASISTS resource page.

Report Cards for fiscal year 09. As discussed during last fall's presentations at the program managers meetings, the post test rate will be included in the 2008 – 09 program year report cards. Programs reaching the state benchmark for the Post Test Rate of 58% (the state average for fiscal year 08) will be considered "proficient". The Post Test Rate will also be included in the scoring rubric for quartile rank.

The following is a summary of the new scoring rubric for the NYS Report Card for the program year 2008 – 09. Please note, the proficiency benchmarks reflect the NYS averages based on data from program year 2007 – 08.

In depth the NRS Liaison in coordination with each of the seven Regional Adult Education Network will provide training for the NYS Report Card.

REPORTING DEADLINES

Fiscal Year 09.The deadline for an interim review of NRS data for the 2008 – 09-program year will be March 30, 2009.All programs are advised to have all data from July 1, 2008 through December 31, 2008 entered in ASISTS by March 30, 2009.A review of NRS data from this six-month period will be conducted through ASISTS by NYSED. The final deadline for NRS data for the entire 2008 – 09-program year is October 31, 2009.

Fiscal Year 10.Beginning with the new program year of 2009 – 10, NYSED will implement new guidelines for data submission. Quarterly reviews of data in ASISTS will be conducted 60 days after the close of each quarter. This data will include student records, instructional activities, pre and post assessments, goals and outcomes, and attendance. The table below outlines when data will be reviewed:

EPE CHANGES

The following EPE regulations are effective as of July 1, 2009 and concerns Pre and Post Testing time frame expectations:

  • No hours beyond 35 (literacy only) will be EPE reimbursable for students with no valid Pre Test
  • No hours beyond 300 (literacy only) will be EPE reimbursable for students with no valid Post Test

All reimbursable attendance data for literacy programming must be entered in ASISTS. Only EPE SA160's generated from ASISTS will be allowed for EPE reimbursement of literacy programming. Qualifying vocational programming may be reported manually.
